Experts gather to discuss the situation of municipalities before the economic crisis (16/04/2010)

Exposing the most important issues that affect local government finances in times of crisis is the focus of the conference which was held throughout the day, in the hall of the building adjacent to City Hall, and has been organized by the city of Murcia and University of Murcia (UMU).

"The Local Tax to the Economic Crisis", was opened by the Mayor of Murcia, Miguel Ángel Cámara, has received the following papers:

"Problems and solutions to the municipal economic crisis."

The panel will comprise: Councilman Joaquin Moya-Angeler, Professor Javier Suárez, Jesús García (local advisor), Professor Maria José Portillo and the Director General of Local Administration, Juan Antonio Morales.

For his part, Professor of Political Economy and Public Finance at the University of Murcia, Enrique Egea, said that as the situation currently undergoing Spain, until 2012 there will be no real economic growth that will allow general employment.

Regarding families, Egea has also pointed that families have less wealth and assets are now opting for the savings.

Professor of Political Economy has stressed that it is necessary to increase exports to improve the Spanish economy, and carry out labor market reforms, by increasing productivity and competitiveness, through decentralized agreements.

Javier Martín, professor of Tax Law at the University of Murcia, has been analyzed in detail the situation of the municipalities, when acting as the professional companies (sale of land and services), and has worked out the assumptions where it can or not is subject to VAT.

To the Professor of Public Finance and University of Oviedo, Javier Suarez, currently there is no government law or local funding, both tools are in gestation.

During his speech, Smith said that should be specified what should be done every government to define roles and assume responsibilities.

Suarez, who said that "the local agreement is a myth", has also suggested that the regions are growing much and gaining too much power, which will mean that "I will never be a second decentralization."

Smith also said that the appearance of the Local Investment Fund, but arrived with good intentions, not very profitable future for all investments in turn generates a current expenditure (eg construction of a pavilion requires future of personal spending , maintenance ...).

Some of the ideas and proposals presented by the speakers, as measures that could improve the economic situation in the municipalities have been:

The debts to suppliers and creditors have with financial institutions and not to the companies providing services, and they are the ones that generate the activity.

Tax increases because, as has been shown, the decrease of the same restraint in spending generated by the citizens and therefore do not create economic activity.

Continue to reduce public spending.

Mandatory provision of services through partnerships in small municipalities.

Public pricing on certain services that are offered and which are not charged until now.

Public-private co-financing of certain services.

Set in the administrative staff (officials, temporary staff, temporary employees and contractors to provide services).
