The rector of the Universidad Rey Juan Carlos discussed the possible constitutional reforms (26/02/2010)

Pedro González-Trevijano, rector of Madrid's Juan Carlos University, gave a lecture in the cycle "Constitution and Society" organized by the University of Murcia, which examined the constitutional reforms which were discussed with the arrival of the party socialist power.

González-Trevijano explained that the amendments to the Constitution contained in the agenda Zapatero-set of European and Community law, elimination of gender discrimination in access to the Head of State, recognition of names Autonomous Communities and the reform of the Senate, especially the last two have more depth and significance than it might seem.

González-Trevijano Rector, who is a recognized expert in constitutional law, believes the key to the success of a constitution is to find a balance between preserving the need for stability and at the same time, have mechanisms for revision to suit new circumstances.

So said the speaker, it is thought that the Spanish Constitution (CE)-among other reasons, for fear the instability that has governed the history of Spanish constitutionalism, has become an intangible occurrence.

According to him, although no formal changes have occurred in the EC, there have been variations due to the interpretation made by the Constitutional Court of certain provisions of the development that has been done in organic laws of the fundamental rights set out in Title I and the subsequent development of model laws territorial organization referred to in Title VIII.

The speaker was introduced by the chancellor of the University of Murcia, José Antonio Cobacho, at a ceremony held in the auditorium, and which also involved the teacher who has coordinated the cycle, Luis Gálvez.
