Thus, the meeting was attended by representatives of Hostemur, neighborhood associations of urban neighborhoods and chairmen of District Boards.

The constant concern of the City of Murcia to improve the quality of life for residents of the town led to the adoption of the Ordinance on the Protection of the environment from the noise and vibration in May 2000.

Its main objective is to combat noise pollution, refers to "all kinds of buildings, works, construction of infrastructure, transport and all types of industrial, commercial, recreational, music, shows or services and any equipment element, act or conduct liable to cause noise or vibration that may cause discomfort or risk to health or to alter the natural state of the surrounding environment. "

The ordinance establishes the following maximum permitted noise levels in decibels, by type of area or the establishment in question:

As for catering establishments indicated that "in bars and cafes allow background music up to 75 db (A) in the peak noise level, a minimum distance of 1 meter of any attached speakers.

The stereo system should have installed a noise limiter to ensure adequate automatic cutting noise emission when it exceeds the maximum allowed "

Also states that "the activities likely to cause noise nuisance should be operating with the doors and windows closed. Also the public access to these facilities will be made through a department-tight sound absorption and double door."

The same ordinance sets out six areas of special environmental protection in the village, in establishing more stringent rules for opening new stores.

Thus, there are Special Areas of Environmental Protection "areas of the municipality for its urban characteristics, population density, traffic or concentration of shops of all kinds have sound environmental degradation require special measures to increase the quality of life for residents in her ".

According to the Town Planning and Land Management, Fernando Berberena, "all establishments comply strictly with the ordinance, and legislation regarding noise. Evidence of this is that in the last two years only 202 cases have been opened of which have ended only sanctioned 39 by having the doors open and 17 from excess noise, the rest being due to problems with their licenses. "

Martínez-Cache The mayor has insisted that "there are areas of special environmental protection which includes much of the historic old city and which provides greater rigor in the installation of facilities"

The president of the Federation of Neighbourhood Associations of Murcia, José Luis Marco, stated that "we believe that all facilities comply with the rules and soundproofed. We are concerned about tiny groups of people who alter the coexistence of the majority ".

Jesus Pacheco, president of Hostemur, explained that "the establishments comply with the law but we must monitor the uncivil behavior of users. I do not understand that in a moment of crisis threatens a sector that generates jobs and wealth and that complies with established rules "
