Murcia, a leader in energy efficiency (17/12/2009)

The City of Murcia, with the support of Germany, the Local Agency for Energy and Climate Change Murcia, has passed a groundbreaking ordinance in Europe to establish the conditions to be met by any exterior lighting, both public and private, to avoid light pollution.

This ordinance seeks to promote the care and protection of the environment and the significant improvement of urban quality through efficient and rational use of energy consumed by lighting systems.

Always with the aim of ensuring road safety for the public.

This legal standard has as main objectives:

Enhancing energy efficiency in lighting

Reduce CO2 emissions generated by their consumption

Preventing the emission of light into the sky.

This Ordinance is innovative because it sets minimum levels of energy efficiency that should have the facilities, following the well-known Certification scale similar to that presented in appliances (class A, B, C ...)

Murcia City Council works and strives to go beyond the requirements of the National Law and improves, optimizes and improves the current levels by setting targets very positive and encouraging in terms of energy efficiency, combating climate change and light pollution.

Some activities are:

For points of light of less than 5 meters high in Murcia Ordinance require that all facilities are Class A.

For light points over 5 feet high Ordinance of the City of Murcia require a minimum Class B

Considering that the national regulation sets a minimum class E, we see the level of demand and commitment to improving the Environment of the City of Murcia.

Flexibility is another characteristic of this Ordinance, which allow technicians to provide design solutions other than the minimum class B which involves an energy saving and respecting the environment of the urban landscape.

Thus, energy consumption per square meter will result in lower energy efficiency project.

Light pollution

The current national legislation limited to 25% the flow of light emitted into the sky by lighting, what is known as light pollution.

Remember that light pollution is the emission of light from artificial sources flow nighttime intensities and / or unnecessary directions to the actions envisaged in the area where the lights are located.

Murcia, well above the national requirements, limited to 0% in all lighting, except street lamps of less than 5 meters (eg the village ornamental lamps), which requires only 5%.

Allow up to 5% in low-level lighting (such as ornamental lighting) seeks to protect the environment by reducing emissions of CO2 to the atmosphere through power savings.

Where streetlamps are not height-height is usually limited minimizing encroachment on Domestic environment, on fact at 5% is down there they reduce space between them and therefore put more streetlamps light the same for surface of same uniformity.

Another important point that the City of Murcia has an impact to prevent light pollution has been the limitation of light reflected from the pavement to the sky.

In addition, respect protected areas, forest areas and areas of special interest for scientific research.

Through astronomical observation the maximum average illuminance is set at 5 lux and higher installed hemispheric flow will be 0%.

Remember that "lux" is the metric unit of measure of illumination, we expressed the amount of light per square meter.

0 LUX is the equivalent of total darkness.

In these specially protected areas will also be used, as far as the environment permits, renewable energy installations.

The exterior lighting is an achievement that makes it possible to develop multiple activities but it is essential to illuminate properly, avoiding direct light emission into the atmosphere and efficiently use the amount of light needed.
