The Government delegate opens a Council of Europe seminar on the impact of climate change in increasing natural hazards (26/10/2009)

Involving experts from the Organization of the United Nations and the Council of Europe on Disaster Reduction

The government delegate in the Region of Murcia, Rafael González Tovar, inaugurated this morning a Council of Europe seminar on "Impact of Climate Change in water-related hazards, including marine risks."

This seminar will be held in Murcia on 26 and 27 October with the participation of experts from the International Strategy for Disaster Reduction United Nations Organization, and Dr. Paola Albrit and Dr. Demetrio Innocenti and Eladio Fernandez-Galiano, Executive Secretary of the European Agreement on Major Accident Council of Europe.

They are also enrolled 37 international experts on climate change and natural hazards of France, Germany, Italy, Algeria, Malta, Portugal, Slovenia, Serbia, Sweden, Turkey, United Kingdom, Macedonia, and Spain.

The Government delegate stressed that "climate change is one of the major threats to sustainable development" so he added, "all countries are obliged to work to reduce our emissions of greenhouse gases, while turn continue to seek ways to adapt to the impacts of climate change. "

It welcomed the agreement reached this week in Brussels by the European Ministers of Environment in 2050 to reduce emissions of carbon dioxide between 80 and 95 per cent below 1990 emission levels.

In this connection, it recalled the goal reiterated by the Government of Spain to work for a fully sustainable energy model.

Tovar Gonzalez has announced that the Government of Spain is working hard on this goal, as shown by the recent adoption of a new State Fund for Employment and local sustainability with investment of 5,000 million euros in 2010 for projects municipal character that give preference to energy conservation and renewable energy, sustainable urban mobility, recovery and maintenance of municipally owned parks, improving the technological infrastructure of information and communication or sustainable tourism.

He also highlighted the upcoming Sustainable Economy Act will address the development of our country from an economic, social and environmental.

Thus, explained that in economic matters is expected to establish a quality regulatory framework in order to boost our growth potential through improved competitiveness, through policies like the promotion of R & D & I training, internationalization of enterprises, or the balance of public accounts.

Also take into account social aspects in this legislation favoring the right incentives in the field of education, knowledge and innovation to form the basis of improving the welfare of citizens, reducing the risk of social exclusion and ensuring protection in situations dependency.

The delegate of the Government has advocated policies to manage disaster risks which seek to prevent their occurrence and reduce its negative consequences, so it has highlighted the role of experts such as those involved in this technical seminar.

In this regard, stressed the forecasts of the Intergovernmental Panel on Climate Change United Nations annual average decrease of runoff and water availability between 10% and 30% in some dry regions at mid-latitudes, increasing the affected areas by drought and intense rainfall events, increasing the risk of flooding.
