House urges the Government of the nation to negotiate "and" the new local funding (31/07/2009)

The Mayor insists that the municipalities "are experiencing a critical situation" from the economic point of view

The extraordinary plenary session approves the increase in demand next Local Investment Fund at 3,000 million to finance public services

The Mayor, Miguel Ángel Cámara, insisted today that municipalities "are experiencing a critical situation from the economic point of view", a fact which makes more urgent the beginning of the negotiation of new local funding to enter into force on 1 January 2010.

House, also president of the Federation of Municipalities of the Region of Murcia, has chaired this morning the special plenary session convened to discuss the local investment plan for next year and the reform of the financing of municipalities.

The Mayor's proposal, approved by Parliament, is divided into three steps:

Request the National Government to increase up to 8,000 million euros the Local Investment Plan 2010.

Thus, 3,000 million will be used to cover public services that municipalities provide without having the skills or funding for it.

Order, effective immediately, the beginning of the negotiation of new local funding, over 30 years expected to ensure stable and adequate funding for local government, in accordance with the provisions of the Spanish Constitution, Article by Law State participation in state revenues (PIE) and the autonomous communities (clubs), so that it enters into force on 1 January.

According to divulge the National Government, the parliamentary groups of the Congress of Deputies, and FMRM FEMP.

Municipalities experiencing a serious situation in many cases dying, because of the economic crisis that has led to a significant decline in tax revenues of municipalities and state transfers.

In this sense, it is likely that Spanish councils receive for the latter about 3,000 million euros less than in the previous financial year.

Furthermore, it has breached the commitment to address jointly and simultaneously reforming the regional and local funding.

While the first has been closed, the second has no start date.

According to House, "is right that local authorities are not taken down and checked out" before the crisis, why "just and necessary it is to be given to municipalities than their fair share."
