Murcia reduce light pollution and the emission of greenhouse gases under a new ordinance (17/06/2009)

A new ordinance, a pioneer in Spain in the required level of energy efficiency, allow Murcia reduce light pollution and the emission of greenhouse gases.

The Board of Governors approved Municipal Ordinance Regulating Energy Efficiency and Light Pollution prevention of Exterior Lighting, held in the framework of the Local Strategy to Combat Climate Change, in collaboration with German.

This new regulation establishes the criteria for energy efficiency and pollution prevention in the night sky to be met by external lighting installations of the municipality both public and private.

Among the new measures incorporated stresses the need for a level of energy efficiency class A for ambient lighting, lighting that is less than 5 meters in height and class A or B for the street lighting of more than 5 meters .

It also establishes a schedule of on-off lighting should be regulated by astronomical clocks and prohibits the use of incandescent lamps or mercury vapor outdoor lighting.

Murcia The new ordinance is more stringent than national legislation in both the level of energy required to the facilities and measures to prevent light pollution requirements, such as restricting the flow of light emitted directly into the sky.

In this area, the ordinance limits the flow of light emitted into the sky lighting of more than 5 meters in height to be less than 0.2% is virtually zero, as a measure to prevent pollution of the night sky.

In addition, it identifies four areas within the municipality, protected environmental areas, the garden areas and areas with little traffic, residential areas and areas of high nocturnal activity and laying down different requirements for each of them.

For example in protected environmental areas does not exceed half an illumination level of 5 lux.

This ordinance shall apply to both public facilities and private outdoor lighting, including holiday lighting, decorative lighting and advertising, reaching both new facilities and existing ones.

For existing facilities, both public and private fixed within 6 years to adapt to new requirements.

The drafting of the ordinance have helped the City of Murcia (Environmental Services, Industrial Services and Urban Management) and German, the Local Agency for Energy and Climate Change Murcia.

They have also provided suggestions as different entities Dark Sky Association in the Region of Murcia, the Federation of Associations of Industrial Engineers of Spain, the College of Experts and Industrial Engineers of the Region of Murcia, Murcia Chemical Association, the group Astrophysics Research at the Technical University of Cartagena or the Astronomical Association of Cartagena.

In this way, it meets another of the measures that are part of the Local Strategy to Combat Climate Change.

This strategy is the foundation for achieving the commitments to the European Union through the Covenant of Mayors where Murcia is committed to reducing more than 20% greenhouse emissions by 2020.
