Herguedas claims that it can promote the Council's statement of Good Men as World Intangible Heritage without conservation of the water network on which it is based. (20/05/2009)

Herguedas therefore propose in the plenary on Thursday May 21 the development of a Comprehensive Plan Heritage Related to the Traditional Irrigation Network of Huerta in the municipality of Murcia

In his motion the IU + LV group in the city of Murcia part of the assessment of the archaeological and ethnographic wealth of the hydraulic system which irrigates the garden of Murcia, which includes both a network of irrigation as an entire infrastructure and buildings elements Hydraulic mills, shields, historical buildings, bridges, wells ... A network that is still partly preserved, but not to proceed with urgent recovery could be effectively destroyed shortly.

Just the UI + LV group has reported how in recent years, the lack of control leads to destruction and so have seen demolition of historic buildings such as Oliver Aljucer mill or illegal activities in protected places such as those in the BIC environment protection of the Wheel of Nora in 2006 that ended with the destruction of a protected wall of a ditch, which would add the repair of the wheel made a few years ago that did not respect the original architecture making concrete beams

At the same time Herguedas recalls that the city of Murcia, and ultimately the mayor, as chief executive has the moral and legal obligation to ensure the maintenance of cultural heritage, landscape and environmental values and our Huerta Murcia and water infrastructure are one of the oldest and largest of these estates.

Therefore propose to Parliament that the performance of work recovery and preservation of this heritage should include an inventory of all its elements, both public and private, to analyze their state and study their potential for restoration.

This should follow a program of restoration conservation and protection of structures and buildings beginning with those that are owned by the City Council.

In the case of privately owned property, the IU + LV group proposes to enter into agreements of cooperation and if this is not possible, and observe the "breach of duty of care and maintenance" by their owners make arrangements to request a record of expropriation.
