The Mayor Introduces New Local police unit created to serve family and work against gender violence (11/05/2009)

In the past 12 months, the local police has conducted 430 proceedings related to domestic violence, with 218 prisoners and 139 protection orders

The EPAF make a work of victim support and collaboration with the National Police and Civil Guard, who are competent in this area

Permanently and respond effectively to new needs and demands of society Murcia is one of the key tasks of local police.

Consistently, the City Government team, led by Mayor House, fulfills a commitment announced in the electoral program of the municipal elections of 2007 and launches Protection Team and Family Care (EPAF .)

The aim of this unit, which will be fully operational from September, will work specifically for the protection and care to victims of domestic violence, especially women, but not exclusively, since that will serve all persons who, within the family, may be subjected to violence or abuse.

The team will provide service 24 hours a day, every day of the year.

In the past 12 months, local police officers conducted 430 proceedings related to domestic violence and 218 arrests reported and 139 protection orders.

The EPAF will consist of one place and five officers, all women, who will serve in plain clothes and unmarked cars will be moved in order to ensure greater privacy for victims.

The performance of EPAF program will:

The EPAF makes a work of victim support and collaboration with the National Police and Civil Guard, as the State Security Forces are competent in this area.

Theoretical and practical training

To ensure the best possible attention and action by the EPAF, its six members on Tuesday will begin a special training course taught by judges, prosecutors, staff of the Institute of Women, domestic violence lawyers, social workers and psychologists, as well as other members of the Security Forces and the State.

The course will last 40 hours and will run during May and June.

This theoretical training is complemented by other practices, to be held in July and August, consisting of the assignment of equipment to other units of the Security Forces who have specific units of this type.

For its part, the 21 mixed pairs will also conduct a training course with similar content but shorter duration.

Gender violence

Statistical studies indicate that women victims of domestic violence suffer an average of 6 to 10 years of abuse before finally leaving the abuser and even half of those housed in shelters are back with their partner within a year.

The reasons for the return occurs are diverse: economic dependence, lack of confidence in the judicial system, lack of social or institutional support, plus the promise of the perpetrator of violence will not recur in the future, creating a sort of " Stockholm Syndrome. "

Regarding the type of abuse is frequent pushing, slapping, threats and insults are not seen by the victim as criminal acts because they believe they belong to the private sphere.

Moreover, the abuse usually through three phases:

- Phase of repentance after the assault, the alleged perpetrator expresses remorse, causing the victim a false expectation of renewal of the relationship leading to forgive.
