González Tovar reports on the modernization of the State Administration for students of Political Science (30/04/2009)

The Government delegate, Rafael González Tovar, met this morning with a group of students from the University of Murcia, undergraduate students of Political Science and Administration, who were accompanied by Professor Javier Sierra, who has dealt with on the initiative taken by the State to modernize its administration and improve service to citizens.

González Tovar gave the example of the evolution of the Administration that, in late November, when deciding the establishment of the Local Investment Fund, with which the Government endowed funds to all municipalities of Spain with which to carry works that will contribute to job creation, specified that the procedure for accessing these funds would be handled electronically in its entirety, through the website of the Ministry of Public Administration and telematics in order to perform these procedures municipalities should have a digital certificate, which has meant that many have it now.

At the meeting, which also participated Juan José Camarasa, secretary general of the Government Commission, an adviser to it, Enrique Ayuso, and the head of the Aliens Office, Fulgencio Puche, also has set itself another recent example: the establishment of a system designed to expedite the referral to that office by the municipalities of the Region of social inclusion reports relating to applications for residence permits for roots by foreigners.

The referral was made via e-mail from the official designated by municipalities for such tasks.

For its part, the Aliens Office will respond within 48 hours, accounting for the proper receipt of the report, and the entry number assigned to it.

It has also informed the students of Political Science of the new Information and Support Service to Citizens and Professionals launched by the Foreign Office, by e-mail infoin.murcia @ map.es , with which it intends to a further step in bringing the Office to the citizens by providing communication with it and avoiding travel to certain procedures.

This service provides consultation to the Aliens Office of Murcia on certain matters as general information, how to start a process, or what steps must be carried out in each case.

The current goal of those responsible for foreigners in Murcia is the pursuit of the paperless office to follow.

To do this from the beginning of April until May 15 is being introduced in the OUE administrative procedures intended to develop such a document management.

This new way of managing files take them to be processed, these records, without physical media (paper).

This installation process will be developed with the following schedule:

Receipt and installation of scanners: During the month of April.

Accreditation of municipal officials for submission by electronic means the reports of Social Integration: 25-30 April.

Personal training course and start using the new application: 11 to 15 May.

Issuance of Resolutions of official recognition of electronic nature and be sent by electronic means in general: to the approval of the Regulations of Law 11/2007 of 22 June, electronic access of citizens to public services (BOE23/06 / 07).

To ensure the necessary legal security, development and implementation of this process will entail a transition period where nature coexist electronic records with records in paper form.

At the meeting have been addressed by other initiatives and projects of the Administration and the Ministerial Order that the Treasury has in developing and bringing to regulate the economic and administrative claims by electronic means, or the pilot of implementation of electronically managed school which will be launched in the next lessons to Parliament on the tables of the cities of Lleida, and Pontevedra Salamanca.
