Non-legislative proposal submitted by the Member of UPyD, Rosa Díez (27/02/2009)

The Local Electoral Committee of Murcia UPyD presented on Wednesday 11 February the City of Murcia, as it represented groups (PP, PSOE and IU), a request for debate and approval at the next full City, 26 February, the request from the City Council to the various parliamentary groups of the Congress of Deputies, in support of non-legislative proposal submitted by the Member of UPyD, Rosa Díez, last May 8, 2008, which reads as follows:

"The House of Representatives urges the Government to present at the earliest opportunity a draft organic law that includes the following:

That given the existing water fight today between the various autonomous communities and to overcome the serious malfunctions that the current framework of responsibilities for water resources and development is generating, is the government that exclusively assume those powers, it is the only state able to ensure the general interest, solidarity and the essential and necessary equality between all the Spanish in an essential resource as necessary as drinking water from the Spanish.

All this under article 138.1 of the Constitution expressly states that the State must ensure the implementation, not just anybody, but effective, the principle of solidarity. "

UPyD was the only party which, as such, had voted against the admissibility of Reform Project Castilian manchego Statute on the grounds, inter alia, that the reform project assumes responsibility for water must be unique State.

The Committee regrets that local groups have declined to include in the agenda of the plenary the proposal referred to and seek to understand the reasons leading to such rejection for the sake of a fruitful future collaboration, on which is optimistic because it is objective and rationale being of all political parties take action to the benefit of citizens.

However, the Committee expresses its dissatisfaction with the team's inconsistent attitude of the City Government, having declined to support a motion that promotes the exclusivity of state powers in relation to water, urges citizens "in the words of Councilman Security company and Circulation, Nuria Fuentes-to argue that water is state competition, it's all ", referring to a statement adopted on 25 by the Governing Board of the City of Murcia.

We invite Mr. House and his Government to defend this setting powers not only declarations but also in deeds, so that no Murcia feel they are being says one thing and does just the opposite.
