"The full compliance with the convention and the protocol would ensure the survival of Real Murcia," the PSOE (17/02/2009)

Urban transformation

The process of urban land has suffered, says Ros, successive changes of urban classification (reclassification), and urban classification (re-rating), which have affected the urban benefits of this land, always on the rise since 1999.

In this context, the PSOE mayor said that when the protocol was signed in 1999 the land was not buildable, according to the classification of the previous General Plan 1979, but was already writing the new General Plan, which was adopted in 2001.

Thus, in the initial approval document (1998) of the General Plan, the area appeared classified as buildable, but preferably rated for industrial applications.

Not until provisional approval (in 2000) and final (in 2001), when a change of rating and land to become dotacional-residential, with a gross floor area ratio of 0.09.

The same final approval is recognizing the possibility of increasing this index to 0.4 in the residential area and 0.3 in the dotacional, if you sign a planning agreement, in exchange for which the city would receive the Football Stadium and other commitments.

In June 2001, endorsed the agreement, which further increases the floor area, reaching a net rate of 0.463 on the developable area.

In short, says Ros, the land went from being non-development, in principle, to be developable for industry in 1998, then to residential-dotacional with the possibility of building 192,572 m2 in 2001 and with the possibility of reaching up to 580,202 m2 if subscribed to an agreement.

Finally he was signed to extend this possibility to 771,290 m2, of which 764,440 m2 is materialized in the development of the Plan Parcial.

Urban benefits more than enough

The analysis conducted on the urban transformation is clear that we are talking about an operation of "successive increases in floor area and therefore urban benefits," says the mayor of the PSOE.

An overall increase in floor area of over 570,000 m2 gross on some land already owned by the signatories of the convention in his day.

If we consider the basis of prices declared by the City of Murcia for the area (2008) on the Draft Amendments New Condomina Reparcelación, written by local technicians, we could implement an impact rate of 430 € per square meter buildable urbanized , which would yield a gross profit of more than 245 million euros, which would be deducted costs of processing, development and transfer of 10%.

These quantities alone insists Ros-justify a definitive economic salvation Real Murcia and the Murcia possibility that they could enjoy a team in the top flight as he prayed in his day protocol.

But we must also take into account, he continues, that the signatories of the agreement have stated in the local press have made a profit of almost 350 million euros, and also obtained by the farm mortgage amounts in excess of 79 million euros, , as given above in municipal document amending the Land Subdivision.

House must demand compliance

Therefore, the Socialist councilor calls for House to make every effort to political, administrative machinery and all legal remedies at its disposal to achieve compliance in its entirety, the agreement signed and also respect the Setting Protocol spirit, and urban benefits from entering the club Real Murcia and not to a third corporation filed.

Likewise, says Ros, the Mayor shall require compliance with the terms of the agreement that remain undeveloped, as are the final delivery stage municipal heritage, construction and delivery of the golf course, the development of the sports, the business and convention center, sports medicine center, the residence for athletes and the actual transfer of 10%.

All these commitments, end-must be met in full, in addition to applying the benefits obtained by the town planning in the economic salvation of Real Murcia.
