Institutional statement of the Governing Council of the University of Murcia to the cooperation agreement between MSS and UCAM (16/02/2009)

Recently appeared at the news on the signing of an agreement between the Health Service of Murcia and Universidad Catolica San Antonio de Murcia (UCAM), for teaching and research in medicine and surgery, the Governing Council of the University of Murcia wishes to express its repudiation of the same ground that could adversely affect the interests of society and its University of Murcia.

We also believe that can lead to a repetition of problems in recent years have suffered nursing students of our university, which have repeatedly denounced the privileges and consequential harm to them, enjoyed by students of the University private use of public goods and services, following the signing of similar agreements with the UCAM.

The Faculty of Medicine, University of Murcia, before the demand for training of medical professionals, has responded by increasing in the last three years the number of new students, an increase that has led to almost a doubling of the medical school.

Medical Training requires the participation of health institutions in the region, so that almost all clinical resources Murciano Health Service are available for practical training of students at the University of Murcia.

This was done because the formation of these students requires a minimum number of clinical beds (an appropriate number would be 5 per student according to criteria of the World Health Organization) for their teaching practices, and the Health Service has Murciano offered about 2,100 beds for undergraduate teaching of medical students, all necessary to comply with commitments to expand the number of places in medical school at the University of Murcia mentioned above.

Thus, the above agreements between the Health Service of Murcia and UCAM represent a sensible limit to the possibilities of the University of Murcia, which may force it has to adjust the number of new students to maintain current parameters quality.

Also, these contracts have become seriously detrimental to the interests of students at the University of Murcia, and that would require increasing the number of students per hospital bed, with a resulting detriment in their training.

Such a situation would be a social fraud by restricting the expectations of society that yearns Murcia quality training for university graduates.

Furthermore, we believe that the signing of a cooperation agreement for teaching and research in medicine and surgery with UCAM satisfies the criteria of opportunity and aims to provide the private University of verification by the National Assessment and Accreditation Degree of Medicine, through making available the necessary public services to the University of Murcia.

This also is in open contradiction with repeated statements of our political leaders saying that would be required to UCAM a private university hospital as the precondition for the implementation of the Degree in Medicine.

However, the greatest reproach that can be made to this agreement is that the Health Service of Murcia gives all the facilities and staff of aided schools to provide clinical teaching and practice to students in a medical school exist for learning in Unknown curriculum, and committing to performance inconsistent with the agreements signed with the public university, to the extent that its implementation would require a professor at the University of Murcia to teach students the UCAM.

To all this must be added that the said Convention has serious legal flaws, some of which may be determinants of its nullity.

In particular, and without yet having made a thorough legal analysis of the text, indicate that the agreement is not signed by competent authority, attributes the ownership of private university in a manner contrary to the agreement of the Regional Government, the professor creates professionals attached to the Health Service of Murcia in contradiction with the law ...

Murcia University wants to maintain the long history of collaboration with health institutions in our region, needed to provide education to more and rigor that is required today of our professionals, and is ultimately responsible for the extraordinary quality health services that are offered in our region.

For all these reasons, the Board of Governors of the University of Murcia demands of the Autonomous Region of Murcia immediate denunciation of the agreements between the Health Service of Murcia and Universidad Catolica San Antonio.
