This ordinance, which replaces the previous one, is the result of the interest of the City of Murcia to implement the Code of Good Practice developed by the Federation of Municipalities and Provinces (FEMP), the Ministry and the Association of Electronics and Information Technology and Telecommunications of Spain (AETIC), which aims to promote the harmonious development of telephone masts and the City Council address this issue from their skills.
This code has been joined more than 1,500 Spanish municipalities, including Murcia.
Urbanism has coordinated for a year a working group that participated in the Spanish Federation of Municipalities, the Polytechnic University of Cartagena, AETIC and municipal political groups in order to make the new ordinance.
The aim of the new ordinance is to define the powers of the City Council in telephony, simplifying the procedures for licensing, regulating the implementation plans of mobile operators and ensuring the information to citizens, making periodic measurements and can access implementation plans.
In that sense, the ordinance provides that the Corporation take concrete action to achieve a better public information on the emission of radio infrastructure installed in the municipal and other issues related to its effects on health or the environment.
