Berberena proposes measures to address the crisis in the Day of the World Town Planning Day (06/11/2008)

The Town Planning Councillor, Fernando Berberena, has proposed measures to address the crisis during the celebration of the First Day of World Town Planning Day.

The mayor has said that management has launched initiatives such as the one carried out jointly with the College of Architects to give building permits to basic design which reduces the time of licensing, thus saving money.

In addition, management is working to grant licenses to open automatically.

At the time the request business owner is given a provisional license, provided that this documentation is legally required and that this activity is unregulated.

At 3 months he was awarded the final license.

Berberena insists that merchants will save money because they can open for business immediately instead of waiting for the definitive license and pay rent while the premises closed.

Also there will be a legislative amendment to expedite the return of collateral, since in many cases the companies have delivered many endorsements and banks will not lend more.

Other measures to be taken is to restrict the maximum in the Planning Department budget fixed costs (current expense) to allocate the bulk of the budget and investment companies in Murcia to labor in municipal public works.

Berberena ensures that these initiatives do not have the impact of national measures to be taken also national and regional measures.

The Administrative Law Professor Tomás Ramón Fernández Rodríguez, who participated in the conference with the conference "Reflections on the present and future of urbanism ', says that" the blunders that were made in the 60's on the coast and affect us because population change, not accepting floors were in the 60 to 12 floors and no gardens. "

Fernandez maintains that cultural changes lead to changes in urban models rather than laws.

In addition, he stresses that the current Planning is very extensive, it consumes a lot of territory, is a very expensive city planning, with sparse and many facilities, "should be oriented towards urban densities higher."

For his part, Professor of Administrative Law Martin Bassols Coma, offered in the day of the conference 'Spatial Planning and the environment: its relations with the municipal Urban Planning in the revised Land Law', explained that some of the keys to future urban development more rational and appropriate to the environment is that "compared to urban development, fueled by the housing movement, regional and local authorities to curb or promote urban development.

The alternative is to support or hinder one of the keys that the Act provides, while so far only thought of promoting urban development.

It is a new urban rationality. "

Regarding the relationship between Planning and the Environment, Bassols states that "the law has included the environmental report of all development projects that will allow a more rational and step by step the various stages of urban development to meet all the objectives environmental.

There will be a new stage in the Spanish city planning from the perspective of the Environment. "

The day ended with a panel discussion on the current housing market.
