González Tovar closing the Civil Protection course on Intervention Technical Disasters (24/10/2008)

The Government delegate, Rafael González Tovar, closed this evening course on "technical intervention in disasters: estimation and damage assessment," sponsored by the Civil Protection Unit of the Delegation of the Government in collaboration with the National Civil Protection under the Ministry of Interior, and the Association of Technical Architects and Surveyors in the Region of Murcia, Murcia has been done in between 20 and 23 October.

In total 31 professionals participated from different parts of the country, mainly related to construction, architects, technicians, public works engineers and technical engineers industrial structures and facilities.

The course, led by natural hazards specialist Sofia Gonzalez, Civil Protection Unit of the Government Office has had as main objective to train and educate experts in assessment and evaluation of damage to homes and buildings affected by disasters and know the National Civil Protection System, the main risks in the Region, especially those likely to register damage to buildings, and training of professionals in the identification, evaluation and assessment of damage to homes and buildings affected by the different situations disasters.

González Tovar stressed in the closing session that "the magnitude and importance of the values at stake in emergency situations requires to service all possible human and material resources both for prevention of risks to the intervention Disaster. "

At the same time, the government delegate also said that the Region of Murcia has a great experience concerning the study and assessment of damage to property affected by disaster situations, where the reviews, often of great complexity, requiring specific training of the professionals involved.

"Also - added González Tovar - studies that technicians must perform are useful for, inter alia, the formulation of post-disaster reconstruction projects and to refine strategies to reduce the effects of episodes the future. "

Finally, the government delegate highlighted the important role played by the National School of Civil Protection in the training of all professionals involved in the various public administrations, which has highlighted the desirability of this course as it has noted, "is essential prior process of training and technical expertise of managers to undertake such tasks."

He has also stated that in situations of catastrophe, "as well as experts from different government must also sought the involvement of professionals from other fields."
