"Although refugee policies are state competition, we have a moral obligation to consider what measures could take from our town in a humanitarian emergency as we are living on the borders of Europe," said Guerrero, who claims to be trafficking "of humanity and solidarity and not charity".

The municipalist training, Guerrero said, is willing to talk with the other parties represented in the City Council and associations and human rights groups in the municipality to propose "concrete measures adapted to our reality."
