Now Murcia requires the PP "less certificates and rigor" (25/08/2015)

NOW MURCIA requires the PP to move away from the way of understanding certificate-based policy, 'quality labels' and other tools of publicity and advertising and opt, instead, for a rigorous and honest management with citizens, addressing issues comprehensively and deeply and not staying on the surface and hype car.

"We want a city-window but empty," said Councilwoman Alicia Morales.

Councilman Administration Modernization, Urban Quality and Participation, Jose Guillen, announced recently its intention that the city of Murcia obtain a certificate of transparency, the urge to get away to be the first city with this distinction.

NOW MURCIA regrets that the City intends to spend public money on this type of accreditation, "which is nothing more than propaganda", and instead other types of audits that have been claiming is not made, as are the budgets and municipal companies.

MURCIA now considered to evaluate parameters of this type of test is very superficial, and that obtaining a certificate in no way guarantees that supposedly proves transparency.

Specifically, the City of Murcia has a number of critical deficiencies in transparency, such as the absence of the RPT (List of Jobs), or poor detail and important gaps in inventory and real property.

The RPT supposed to know in detail the roles and responsibilities of each municipal employee, as well as how to access the different positions, and their absence may give rise to arbitrary staff management and the allocation of positions to finger.

The RPT enables efficient and transparent management of municipal staff, so its definition is essential and its absence at odds with the idea of transparency.

Meanwhile, the inventory of assets, rights and actions of the City of Murcia there but little detailed and serious gaps form.

Thus, there are municipally owned farms that are not inventoried, and the same applies, among other things, with the furniture in the offices of City Hall.

This situation may lead to misuse of the goods or even to usurp them.

On issues such as RPT and inventory must add others such as lack of agility and transparency in the internal communication of the City.

Requests for information from the various groups to the Consistory get a response very slow and often very little information;

Thus, "in hope MURCIA NOW reply from June to important issues such as water management, urban issues and the local inventory of goods," says Morales.

The mayor also said that it would be desirable, since there is a Department of Modernization of the Administration, that all departments work, "according to a system of efficient and transparent information and communication."

"We do not know," Morales said, "if there is an internal regulation of the City of transparency, issued to all areas and ways of doing that requires responsibilities."

NOW MURCIA also stresses that the Consistory Murcia wants to make a seal and flag of an issuer (the "Spanish Association for Accreditation of Transparency" located in the city of Murcia) that are unknown.

"If Murcia becomes the first city with this seal, very probably because it is the first to apply," said the Councillor, adding further that the transparency map of Spain can be seen on the website of the Association itself the Murcia City ranks 49th in the ranking, "so before obtaining a certificate, it would be advisable that ascendiéramos to a more dignified position."
