The City of Murcia works to be the first in Spain to obtain certification Transparency (22/08/2015)

Councilman Administration Modernization, Urban Quality and Participation, Jose Guillen, has announced that "an independent body will be responsible for assessing compliance with the measures to enforce transparency in the city of Murcia, which is working to become the first in Spain to obtain the Certificate of Transparency. "

"If the policy is not transparent and participatory politics is not and, therefore, is a requirement in this new corporation is working from day one, to ensure access to municipal information and their application in public affairs, thus responding to the commitment we have made with all Murcia "said Jose Guillen.

Specifically, will the Spanish Association for the Accreditation of transparency which will evaluate the measures implemented by the local government to "open management and development of public policies at all Murcia and enforce their participation in local government."

This independent measurement system is considered the most demanding of Spain on transparency and works as an ISO standard or quality certificate.

Thus, external auditors assess compliance with a total of 152 indicators of transparency in the various departments of the City of Murcia.

Motion for Transparency

This initiative is part of the commitments made in the motion passed unanimously by all political and presented by Councilman Jose Guillen in the last plenary, to enforce transparency and participation in the city of Murcia groups.

"The Murcia require us to greater efforts to achieve an open and transparent City Council, which is made available and access to public information is guaranteed, and in this respect the agreement and set all configurations work is essential" Guillen said, adding that "our motion is not limited to collecting the principles of participation and transparency, it helps to enforce these rights."

Transparency indicators

Among the different indicators that will be evaluated include those relating to political and corporate level (local salaries), public resources (income and expenditure, procurement, grants), urban planning and public works (contract notices, implementation and monitoring of works, accounting information. ..) as well as cross-cutting measures in the whole of the administration.

In this regard, Jose Guillen stressed that the motion passed we have already committed to "establish a Municipal Transparency Portal to incorporate plans and strategies, public-date, budget information and financial contracts, grants, awards, calls for recruitment, suggestion box and channels of communication with the citizens, among others.
