Serna's candidacy to head of list to the City of Murcia, Spain seventh municipality by population, has been chosen by the members of the municipality with 78% of the vote, with a 70% stake in a primary election to which Could choose any affiliate without collateral.
Serna has aimed "to continue during the next legislative work undertaken in 2011", convinced that "UPyD be decisive in the next elections".

Serna ensures that the loss of an absolute majority of the Popular Party at the municipal level, "will be a stage of change that was not produced in Murcia since 1995 and a unique opportunity for social and institutional regeneration".
"We were born to change the way of doing politics, not for trading armchairs and fees", which calls on all citizens to join "this key project to carry out political reforms urgently needed both municipality and the Region of Murcia ".
Serna stresses that "UPyD is an incorruptible party, eminently institutional and prepared for the challenges of the future" and that the situation after the next elections allow the formation magenta "play a key role in municipal politics."
High School Teacher specializing in Geography and History, Ruben Juan Serna has a degree in Art History and Journalism, and is enabled as Official Tourist Guide of the Region of bilingual Murcia (English), besides being in possession of the Diploma Advanced Studies in Teaching Social Sciences.
