The new collection contract reinforces the protection of taxpayer data (13/08/2014)

Providing better taxpayer service is the main goal of the service

The Governing Board has approved today, in extraordinary session, the tender documents and technical conditions to govern for recruitment by open, the "complementary support services in the application of taxes and other revenues public law. "

The Dec. 31 wins the contract extension of technical assistance and cooperation effect, being developed by the Company Tribugest SA The new contract involves performing support tasks within the scope of the powers of the Municipal Tax Office : management of municipal taxes, raising both voluntary and executive, tax inspection and cadastral management under the agreement that the city of Murcia has with the General Directorate of Land Registry.

All jobs and tasks arising from the award of this contract will be performed in a collaborative and under the direction and instructions of the Municipal Tax Office.

The term of the new contract will be 4 years from January 1, 2015, renewable annually for two years, which may not exceed 6 years.

The maximum annual price of this contract is estimated at € 6,416,103.13, plus VAT.

Once published in the BOE approved the statement, a period of 40 calendar days shall be, for the submission of tenders, covering the same until the end of September.

The scale and importance of this agreement justifies the extension of this deadline to 40 days, in order to facilitate transparency of the process and competition between firms tendering.

Also, due to the importance of the tasks to be performed by the contractor, have been strengthened and increased the requirements of technical and professional expertise required, which should be proportional to the contract being tendered, so it must demonstrate experience in contracts complementary support services tax management, cadastral, and executive voluntary collection of taxes.

To this end, we must take into account that manages the Municipal Tax Office, just register on receipts, more than 650,000 a year.

An important aspect of the new Specification refers to the requirement of maintaining safety levels, given the confidentiality and protection of data with which it operates.

The tenderer shall ensure levels of protection in accordance with the requirements of the Royal Decree 3/2010, of January 8, ENS (National Insurance Scheme) and 4/2010, of January 8, ENI, National Interoperability .

We have taken into account various aspects for tendering of these services;

including the provision of a better service to taxpayers, facilitating compliance with their tax obligations through an attention to face, telephone and telematics quality and full public cooperation and support in eGovernment, reducing delay in response time and taxpayer assistance and the extent of the communication channels between it and the Municipal Tax Agency (SMS, emails, Web Portal Agency notices subdivisions, debits, personalized management for large taxpayers , etc ...).

Have been noted in recent years the improvements and progress made in this field, so it is to move forward and maintain the quality standards achieved.

It was also rated higher efficiency, so that the best management at the lowest possible cost is provided.

In this regard, it has been estimated savings of 20% over the previous period, given that the tax rolls upward evolve favorably.

The remuneration of tasks in support of the municipal fund is established by percentage in proportion to revenue levels, having found that the contractual formula has enabled in recent years, not only to reduce management costs, but to maintain and increase collection levels, despite the adverse economic circumstances of the period.

Moreover, complementary to the Tax Inspectorate, such as on-site verification undeclared taxable events, measurements, plans, etc that end in an inspection report with tax assessment and land administration (cadastral statements by new construction tasks, aggregation, segregation, change of use, demolition etc ...) will be paid at a price.

For the provision of services under the contract, the contractor must provide premises in central locations easily accessible from the city of Murcia, in the center of the city (at least two), and in the districts of Beniaján, Cabeza Torres, El Palmar and Bacons Bridge.

This notwithstanding the fact that they can be extended to other districts, continuing the approach of decentralizing public attention.
