The MNB argues that "betting on the bike is to go for Europe" and claimed an upregulation for promotion and expansion as a means of locomotion practical, safe, profitable and healthy.

The platform, formed last year, brings together more than 200 cities, associations of daily users, cyclists, cycling enthusiasts and sports professionals as well as business and lawyers interested in the bike.

The bicycle plays an indisputable social function, which is called to play a more important role in the mobility not only in Spanish but European cities.

Among them, the VAT reduction, the promotion of intermodality, the creation of a European register, changes in traffic regulations and educational laws or measures that increase security.

The bike is here to stay and requires an upregulation for promotion and expansion as a means of locomotion practical, safe, profitable and healthy.

To do this, the entities comprising the MNB from Europe suggest that some EU directives requiring member countries a clear commitment to a more sustainable mobility are established.

It is, in short, to take more account of the pedestrian, public transport and cycling and, consequently, European legislation must ensure that administrations and entities involved in the transport bear the obligation to promote the use of the bike.

Proposals of the National Bureau of the Bicycle (MNB) for political parties contesting the elections for the European Parliament 2014

1.

Amendments to Annex III of Directive 2006/112/EC (amending by 2009/47/EC), to allow the application of VAT's discounted to the purchase of bicycles, components, parts and accessories of bicycles and repair thereof.

All agree that bikes are good for health, the environment, public space to recover ...

all of which are benefits that can not be recorded with a high tax.

The bike can not be treated as a subject but as a positive society that needs to be driven contribution.

Two.

Development of a policy on technical requirements for cycleways (minimum widths, obstacles, radii of curvature, maximum rates of ramps and steps, etc..).

Also keep in mind the design of interurban roads or expressways traffic carpooling motor bikes, especially in hot spots for road widening.

Consider creating a separate space for the cyclist in these cases or, alternatively, create a design and regulation that does not involve the rider the express exclusion and lack of permeability.

Three.

Preferential treatment to the bicycle with respect to the means of private motor transport.

This is an equity issue for the environmental benefits of cycling, the lowest footprint, less ability to create accidents, etc..

April.

Firm commitment to EuroVelo network and other European cycling communication networks.

May.

Gradual implementation of the City 30 in European residential areas.

This implies that the generic speed in these urban areas will becoming gradually from 30 km / h, having to explicitly specify the streets you can move to 40 or 50 km / h, ie, contrary to what happens far.

This results in improved road safety, less noise, more comfort for pedestrians and cyclists, lower fuel costs and generally more friendly and safe environment for all citizens.

6.

Include cycling networks within the European transport network for the purposes of EU funding, which would give further impetus to the use of the bicycle.

7.

Directive to ensure intermodal bicycle with public transportation, with special emphasis on rail, across the European Union.

From Europe must ensure that in the member countries can use the bike in middle and long distances, for which it is necessary to move the bicycle in transportation of high capacity as train, tram and suburban, which should be accessible and provided with a marked designated areas for placement of bicycles.

This also means that stations means high capacity transport accessible to bicycles, elevators, ramps or stairs saves guides.

Today, the possibility of use of public transport varies depending on the regions and different transport operators, the use of bicycle transport in many cases being forbidden.

Bicycle intermodal public transport is essential to promote the use of bicycles and bicycle tourism in Europe.

8.

European Bike Register and combating illegal trade in bicycles.

These two measures prevent bike theft, encouraging more cyclists to use this vehicle as a means of transport.

It is intended to hinder the resale of stolen bikes and repair, which implies a decrease in theft, and secondly the possibility of recovering the stolen bike, not just anywhere in the country but in any member country.

To do this you must have consistent records across Europe that can register bicycles, introducing history data, to check the status of the same and recover.

Is required the cooperation of the security forces and the member states, which should occupy include as "missing" any bike that has been reported as stolen and "localized" in an impound any bicycle found, take out checks, etc..

Through the "Check the status of the Bicycle" would be possible to easily check if a bike is registered, if listed as missing or has been located, simplifying the action of forces and security forces, which thus when they see suspicious actions may be involved, and giving security to the owners of stolen bikes, since in the buying, selling or repairing is possible to detect if the bike has been stolen.

Should be established at EU level persecution of those who sell or repair bikes that are missing.

9.

European Directive BIKE TO WORK & BIKE TO SCHOOL: The proposal is to have adequate funding to promote cycling mobility among employees and students as a good measure of sustainable mobility combined, where necessary, with intermodal public transport.

10.

Common European technical approval on basic legislation cyclist movement and industry.

It does not seem consistent, as at present, for example, may sell bicycle trailers in all countries of the European Union, however, there are countries that allow non-circular with them, as in Spain .

11.

Changes in traffic regulations and traffic: From Europe should encourage the use of bicycles in the member countries, and to do this must have a preferential regulatory treatment as compared to cars.

The bike should be a real alternative for urban travel, so must have safe, comfortable and rapid infrastructure as well as the possibility of always using urban roads, you must have priority.

That is why we must ensure that the rules that govern member countries not to discourage their use, with measures such as the requirement to wear a helmet, the obligation circular bordered on the right, or other clearly prejudiced.

The bicycle is a vehicle and should instead encourage circulation is the road cycling infrastructure or located in space before intended for cars and not at the expense of occupying the sidewalks.

12.

Unification specific signaling cyclist, currently very different in different countries.

13.

Technical approval for bike racks on city and intercity buses in the European Union.

14.

Incorporation of cycling in European statistics and thus in state

15.

Changes in education laws.

It also suggests that, in addition to changes in the rules of traffic and circulation, there must also be changes in education laws.

The teaching of basic traffic rules, pedestrian and cyclist should be mandatory in classrooms.

From Europe should work so that all members educational programs ensure that all children know cycling and riding a bicycle in urban areas.

In driving schools should include the study of the rules governing the cars when driven by cyclists.

16.

Urban planning that takes into account the sustainability of mobility.

Similarly, from Europe must ensure that new development plans of member countries always contemplate the use of bicycles and bicycle saves in homes and public places.

Besides markings should be guidelines on how to develop the promotion of cycling in member countries through corresponding mobility plans.

17.

Save Bicycle.

To encourage cyclists to travel, free movement between European citizens, tourism, cycling, etc..

from Europe should ensure that in the member countries, transport interchanges and stations have the ability to store bikes safely, not only for short-term parking but also long lasting.

It should also promote European legislation to ensure the implementation of municipal bicycle parking and all new residences, office buildings, public buildings, public or private parking lots, etc..

contemplate in its design and the ability to store bicycles securely and accessible.
