IU-Greens denounced the lack of transparency in the budgets gestiónde Parish (05/02/2014)

Councilman IU-Greens in the city of Murcia, José Ignacio Tornel, today made a first assessment of the development of the special sessions in different neighborhood boards intended to approve the annual budget thereof.

According Tornel, "the first idea is that nothing has changed" since and also "real decentralization is still pending there is political will," "no change to at least try to improve the standard practice is observed."

In this regard, he recalled that, under the rules of Citizen Participation, the Boards should manage 8% of municipal budgets, which currently does not happen, it managed less than 2%.

"But this is not the biggest problem. Worst is the lack of local participation as important as managing the budget and municipal activities in our neighborhoods and districts issue."

The mayor felt that citizens should be convened especially for explanations on how to provide those responsible for municipal board to invest the money from your taxes.

However, the Department of Decentralization "still develop mechanisms to encourage citizen participation."

"In fact, in December rejected a motion to this effect submitted to the municipal level by IU-Greens".

Tornel stated that "not only the participatory debate refuses to define budgets at each meeting, as well, the most important city of the year goes unnoticed, without the knowledge or support of the key stakeholders: citizens."

Another circumstance analyzed by IU-Greens is the imprecision of items advertised, so that no specific actions are described for using the amounts described.

"We asked what was going to use the amounts allocated for works and the answer is that you will already see the day. Was President has even stated that the specific allocation is decided as he receives requests from citizens. Certainly well as lack of transparency and public participation, this attitude would be a great broth culture for patronage. "

The conclusion for IU-Green is "the apparent stagnation of the life of the boards by repeating attitudes and mistakes year after year."
