The draft budget for 2014 provides the basis for economic growth and employment (21/10/2013)

The Mayor noted that the tax freeze next year will save 2.5 million euros to Murcia and will continue to reduce the tax effort of families and businesses, which declined by 8.5% since the beginning of the crisis .

The project for next year amounts to 391 million euros, broadly similar to the current year.

The financial guarantee adequate funding of public services, the welfare of citizens, and the sustainability and stability of the municipal coffers.

Murcia prepares for 2014 with an eye toward 2015.

After devoting the most effort in recent years to rebalance the municipal accounts and make changes in management to deal with the crisis and the decline in revenue, the City now faces the next year with the ultimate goal of establishing the basis for economic growth and employment, allowing adequate funding of public services and ensuring the welfare of citizens.

For this, the Government Team shall at its next meeting the draft budget for 2014, amounting to 391 million euros, almost similar to the current (-0.2%) and amounted to 484.2 million euros if we consider investee companies.

The spending limit shall be 355 million euros, down from the current income provided, ensuring the sustainability of the accounts, balance and stability of the municipal coffers.

The document was presented this morning by the Mayor, Miguel Angel House, accompanied by the head of the Treasury, Isabel Martinez Conesa.

House has announced the intention of the Governing Body of the project submitted for approval later this month, so that is executive in January next year.

The proposal builds on a realistic analysis of income - the basis of the budget execution data currently growing just 0.8%, while it has chosen not to update the rates applicable to taxes, what which has two immediate effects:

- A reduction of taxes in real terms, which even adds the inflation forecast, which saves the Murcia of 2.5 million euros.

- A reduction in tax effort of families and businesses, which has been reduced by 8.5% between 2008 and 2012.

Moreover, 28.3 million Euro for tax credits in place, aimed at disabled, large families, nonprofit organizations, sports facility users, SMEs and affected by the gain (inheritance).

This tax freeze is possible by the effort in monitoring and cost containment, thus fulfilling the Restructuring Plan, which helped to contain current expenditure at the level of 2011 (199 million expected in 2014):

- A reduction in the costs of electricity, water, fuel and communications 21%.

- 20% decrease in multiyear contracts, except those managed by Social Welfare.

- Review of concessions for sports services, which has allowed 15% cut in spending.

- Save 15% as a result of the reorganization of municipal services in four main buildings.

The second phase of the plan started in 2014, growing budgets for the maintenance of basic services and transfers that make it possible to implement new policies on active measures:

- Promotion of employment, whose budget grew by 10.1% for professional qualification programs, occupational training, vocational schools, job shops and ICMM.

- Trade promotion activities whose funds are increased by 33%.

- Social services and social promotion: despite a reduction of nearly 14.79% in the transfer of the Autonomous Community, the City shall maintain services without applying the reduction in funding.

- In 2014 keep commitments with partners from other European Union countries to push through urban regeneration projects, promoting sustainable mobility or business associations.

- The environmental expenditures exceed € 14.2 million, including both protection and improvement programs and performances in parks and gardens.

- Next year will be the consolidation of e-Government and for this will go over 200,000 euro investment.

The 357,80 M € expected current revenue for 2014 to finance both current spending -322.46 M € - as part of the investment, 33,12 M €, leading to a balance of non-financial transactions 4 24 M €, thus ensuring budgetary stability.

2014 budgets are designed with a view to responding to the needs of people, giving priority to social policies and in compliance with the Council's commitment to care for those most in need.

The 69% of expenditure made by the City Council next year will go to basic services, social protection and employment promotion, making a total of 268 M €.

1.4 million euros for the AVE

Reducing fall motivate transfers 44% of capital income that barely exceed 2 million euros, while investments will reach 33.1 million.

Among the activities included in the project unique highlights the reserve of 500,000 euros for the conditioning of temporary stop access to high-speed train in Dolores, plus 900,000 euros for the special plan of El Carmen and the underground tracks railroad.

Infrastructure projects (paving, lighting, asphalted, etc..) Conservation and schools are also part of the expected performances for 2014, as it has added two generic headings heritage conservation.

In this way, the City will record the next year gross savings of 45.1 million euros, and a net savings of 4.7 million.
