The City of Murcia configure a networked system to provide better service in the field of childhood and adolescence (22/05/2013)

Care for Children and Adolescents, as one of the most vulnerable groups of society, is a key objective in the field of Social Welfare of the City of Murcia to different actions to direct prevention, protection and intervention in situations of risk negative impact on children.

The coverage of basic needs, educational guarantee its social, learning and socialization for leisure and free time, and actions aimed at integrating intercultural and social awareness towards respect for the rights of children to avoid any exploitation or neglect of the child, are objectives that are oriented programs developed by various social services for children.

The Basic Service Information, Orientation and Primary Care in Children and Adolescents, is provided from the Centers for Social Services: CITY OF MURCIA, MURCIA MURCIA NORTH and SOUTH.

The program is now presented, seeks to delve deeper into this sector of society, forming a network service that allows further improve the service offered to the public in this regard.

This project is a technical document defining the legal, technical grounds and the procedure to be followed by the Centres of Social Services in cases of child neglect.

This is to provide a tool for everyday use and widespread professional Social Services of the City Municipal Centres of Murcia.

The document consists of five distinct parts:

* The first part contains an analysis of the legal framework for the intervention of the Municipal Social Services Primary Care for the protection of children in the Region of Murcia: legislation on child protection, and limits distribution of powers between the regional administration and Local Authorities, powers of the Centres of Social Services City of Murcia and the principles of administrative action in the Region of Murcia in the protection of minors.

* The second part is referred to the technical foundation that guides the intervention, actions and decisions of the Municipal Social Services Primary Care (objectives pursued, prioritizing interventions, quality of decisions, elections of the alternatives appropriate, urgent interventions, ...).

* Third, it includes the protocol for screening, assessment and intervention in situations of child neglect: technical teams receiving notice and demand; background checks, initial assessment, research and its participants, design, implementation, monitoring and coordination with Specialized Social Services.

* Fourth outlines the protocol in cases of child begging.

* Finally, the document contains annexes block serves consultation and support to the implementation of this project.

The document, intended as a useful tool for professionals in the second block contains, in addition to the types of situations of vulnerability and its definition, a system of indicators for screening, diagnosis and prognosis, based both on the needs of children and in their level of satisfaction or deficiencies in their care, to which is added an indicator system symptoms or signs present in the various types of protection and that can be observed both in the child's behavior, parents or guardians or around it.

It is also established different degrees of vulnerability from the cases in which rule out the existence of the same to those in which there is a clear situation of abuse and will be immediately derived from the competent service of the regional administration after detection municipal services.

On the basis of this range of situations of vulnerability establishing the intervention protocol, with a proposed organization gathering process to follow from the status of the case and the intervention procedure to follow based on its severity after the initial thereof.

Basically, all cases are recorded by area teams, composed of the social educator and social worker, who will when required by the case on the advice of legal counsel and the psychologist at the Center for Social Services, who shall make a first assessment, based on which we will determine the immediate referral (within which may range between 24 hours and seven days) Protective Services (severe cases), the Family Service CARM (severe and moderate cases serious), the Center Intervention Team (mild moderate) or the development of an intervention project designed by the team of area (mild or no unprotected cases confirmed).

Each Centre is an intervention team consisting of a psychologist, counsel, social educator and a social worker who will be responsible for intervention in mild moderate cases, but also to coordinate information deprotection cases register at each center, to coordinate and support the work of area teams, and coordination with Family Services and Child Protection of the CARM.

With this model of organization is guaranteed health coverage for all cases that may arise in the municipality, assuming the intervention of those cases that require attention in their midst by the City and substantially improving the coordination with the regional administration in the attention of those cases that require intervention.

The fourth part is bound to two specific character situations that may arise and the initial intervention from the municipal social services must be performed prior to the application of the general criteria set out in the protocol: the cases of child begging exercise and begging with children.

The document also includes several appendices with useful information for professionals that make up this process of research that seeks to systematize and organize more efficiently the set of actions that prevention and intervention in situations of child neglect are usually developed by social services municipal and attention annually involving more than 500 cases.
