HUERMUR asks the city of Murcia and the Ministry of Culture to develop and pass the Malecon Protection Plan (23/04/2013)

It has also asked the Ministry to initiate the protection environment that forces the Heritage Act, as has been done with the wheel of La Nora and Jeronimos Monastery.

The association HUERMUR reported over a year ago the failure of the General Plan and the Heritage Act that were committing the city of Murcia and the Autonomous Region in not drafting and approving the Special Protection Plan Monumental Landscape and the Malecon.

HUERMUR now claims that the Malecon environment also lacks the Heritage Act provides for all the sights, and has produced a study which show the damage occurring in the landscape quality of the environment and severely affecting the monument.

Although the Malecon promenade is declared of cultural interest, the degradation of its landscape is affecting you badly, why the Association for the Conservation of the Huerta de Murcia (HUERMUR) requested more than one year to City Council urgently to draft Special Protection Plan and Monumental Landscape Malecon ride that forces Murcia General Plan.

According to Article 7.3.1 provides for the gardens adjoining the Malecon promenade that "The cultural significance and environmental landscape of these gardens orchards justifies its treatment as highly protected, subject to the maximum restrictions and precautions against all types of urban transformations ".

The same article also says that "There are areas defined as NR-Aj (along the Paseo del Malecón) and NR-Md areas (next to the historic archaeological Monteagudo) spaces must be ordered by Special Protection Plans and Monumental Landscape sites such environments highest historical and archaeological and monumental. Such Special Plans will be drafted by the City Council within a maximum period of one year from the date of final approval of the General Plan Adaptation to Regional Land Law. No may grant building licenses in these areas until the approval of the respective Special Plans ".

Despite this obligation, the City Council has not yet drafted the plan, which must have been approved in 2007, and has been granting licenses works of great impact on landscape and producing some irreversible damage.

HUERMUR indicates that failure to prepare such a plan can be an offense described in the penal code.

Furthermore, the association has asked the Ministry of Culture to review all the facilities placed at Paseo del Malecón and may be violating the Heritage Act to alter the architectural character and landscape of the area as well as the misuse of the Botanical Garden with the celebration of festivals and fairs.

The association has conducted a study which has identified numerous breaches, such as billboards, telephone poles and electricity, wiring, graffiti, garbage, debris and parking areas, including the park and ride is allowed by the City of Murcia a large impact on the landscape, and that contributes to an increased degradation of the place.

For these applications, HUERMUR is seeking the support of political groups IU-LV, PSOE and PP in the hamlet of La Arboleja.

In support of this initiative, the political groups PSOE IU-LV and presented at the next Full Council of Murcia motions in this regard, that this association is expected to be accepted by all local politicians, showing that they care about conserving our cultural heritage.
