In progress Municipal Commission Truancy (14/03/2013)

Education Councilwoman Maria Dolores Sanchez, presided over the meeting for the creation of the City Commission of truancy, which was created with the intent to foster the participation of the sectors involved in the prevention, monitoring and control of absenteeism and neglect school.

It is a collegial body of consultation, advice, planning and coordination of actions, measures, plans and programs that are made from municipal policies for surveillance, intervention and eradication.

The powers of the Commission is issuing reports, proposals and recommendations, which shall not be binding; promote Municipal Plan for Prevention, Monitoring and Control of absenteeism and drop, tracking and monitoring their implementation; prevention, monitoring and control of absenteeism and dropout in the municipality, and define, analyze and evaluate absenteeism and truancy, among other things.

The City Commission, which will be supported by a Technical Commission, shall advisory, consulting, planning and coordination in the areas of competence, functional and organically depending of the Department of Education.

The creation of this Commission envisaged in the Regional Plan for Prevention, Monitoring and Control of absenteeism and drop.

From the academic year 2008/2009, the Municipal Social Services has treated 3398 cases of absenteeism (931 in 2008/2009, 807 during 2009/2010, 780 in the year 2010/2011, and 880 in the year 2011 / 2012).

Most cases are detected in the Elementary School, and there are more men who do not attend school than girls.

The number of truancy cases of Roma children who have required the intervention of the municipal social services has increased since the 241 of the 2008/2009 to 382 in the year 2011/2012, representing an increase of 52%, with much more significant increase in secondary than in primary

As for foreign children attended, the number of cases has been reduced from 260 of the year 2008/2009 to 172 of the year 2011/2012, which meant spending a total of 27.93% of the cases seen in 2008/2009 to 19.55% of the cases seen during 2011/2012.

According to the data handled by the City Council, the evolution of the cases handled by levels and courses shows a clear trend of increased absenteeism as the school year progresses, reaching the highest figures in the last year of primary school and, very significant early secondary cycle, the first two courses account for over 34% of total cases of absenteeism that required intervention.

Absenteeism is reduced in the last two years of high school, probably due to the legal limit of compulsory school age and cessation education system by these youths without obtaining the relevant certificate.

The City Council, in collaboration with the Ministry of Education, launched in the year 2009/2010 a classroom occupational Espinardo in order that young people usually missing class, aged between 14 and 16 years, to recover interest in attending the educational institution and continue their studies.

In 2011 he joined a classroom occupational same type in El Palmar.

The last course was attended by 30 children in this initiative, which had a high truancy and attending class regularly.

The Truancy Committee is chaired by the Councillor for Education and integrate a secretary (civil servant of the City of Murcia), councilor with responsibility for Social Services, Councillor responsible for Local Police, Head of Social Services, Chief Education, director of the Centres of Social Services, Head of the Child and Adolescent Social Services, and the following staff of the Department: Service technician for Diversity, a professor of community service EOEPs, a professor of community service Guidance Department, an inspector of primary and secondary education inspector.

Also, part of the Commission a management representative of CPAS and Primary Education of the municipality, a representative of the management of Public Secondary Education Centres in the municipality, a representative of the Directorate of Primary aided schools, a representative from the Centers concerted Secondary, a representative of the AMPAS, a student representative and a representative appointed by the Ministry responsible for child protection.

Meanwhile, the Technical Committee will be headed by the Head of Social and Secretariat will and the presence of heads of Centres of Social Services, three municipal technicians of socio-educational develop their activity in daily situations truancy intervention or drop, the head of the Department of Child and Adolescent Social Services Municipal Service technician for Diversity, a professor of community service EOEPs, a professor of community service Guidance Departments, an inspector of primary education, secondary education inspector and any other technical coyunturalmente deemed necessary.
