UPyD Murcia proposes the development of an ordinance to prevent the exploitation of people through prostitution in public places (23/10/2012)

To spokesman Ruben Juan Serna "this debate is urgent and must respond to the residents of the municipality in a decisive and unanimous against sexual exploitation" through joint development by the government team, other political formations and civic and social institutions of a peaceful coexistence ordinance

Progress and Democracy Union in the city of Murcia, through his spokesman, Ruben Juan Serna, announced that it will propose the government team, other political formations that make up the Corporation and citizen and social joint development of an ordinance of peaceful coexistence "where the establishment of mechanisms to prevent public spaces exploitation of people through prostitution."

To UPyD Murcia said ordinance must integrate social action and at the same time preserve the city and its streets "as a meeting place, coexistence and citizenship", responding to the demands of the residents of the municipality where prostitution has become a constant cause for concern, especially in the neighborhood of El Carmen and adjacent areas.

As explained Ruben Juan Serna, "understand that this debate is urgent and must respond decisively and unanimously from the Consistory, all together, to sexual exploitation."

This UPyD Murcia present this initiative as a motion at the next plenary municipal.

"We understand," continued the mayor, "that is not for the Council to legalize or prohibit prostitution, but the House of Representatives", but "if it is a municipal responsibility to ensure the dignity, human rights and security of people and propriety of public spaces. "

In Spain, prostitution and the purchase of sexual services is currently in a state of lawlessness, as it is not legal nor illegal, but merely allowed, "so it is necessary to respond to citizens".

While resolves this lack of a national regulatory framework, Serna said, "we must work towards the Consistory to guarantee the right of children to education without the images of prostitution and sexual exploitation."

Also, from Murcia UPyD want to recognize social work done from the Department of Social Welfare and Health in counseling and helps prostitutes or related associations, with initiatives to improve the quality of life for themselves and towards the dignity and human rights, "but it is time to move beyond".

"We believe that in parallel to this important social work must also have other actions" of a different nature that prevent the development of this activity, especially in places near schools and dowry local police tools to improve public safety.

Several provincial capitals in Spain have developed ordinances of this type in order to avoid prostitution and sexual exploitation, which undermines the dignity of the people and also generate tremendous harm to neighbors, trade and tourism.

"In short," concludes Serna, "intend that the town streets are places where all people can develop in freedom" free movement activities, entertainment, and recreation, with full respect for the dignity and rights of others; and the plurality of existing expressions.
