The ecological patrol agents will tour from October ciclables gardens and pathways with electric bikes (21/09/2012)

The Police Patrol Local ecological tour will start in early October ciclables gardens and the village roads and districts with electric bikes.

The Department of Safety and Human Resources has acquired two electric bikes to launch this special team monitoring ciclables gardens and pathways.

Bicycles are BH Emotion model E60-12 and has a battery that claims to go 120 kilometers.

Besides the local police in charge of this patrol will have equipment like helmets and ten back pockets.

This is intended to address the current needs to have the town with new channels such as bike lanes.

Thus, agents can explain to users what is the proper use of these facilities, preventing its use by other unauthorized vehicles.

What is sought with this new team is to ensure good use of gardens and cycle paths, essentially avoiding:

-The movement and parking of unauthorized vehicles.

-The presence of stray dogs

-Damage to infrastructure and facilities.

-Risk situations caused by users negligent, reckless or just antisocial.

The council has invested in these new vehicles a total of 4654 euros.

The bikes are attached to other vehicles in the fleet of green patrol: four 650 cm3 motorcycles and an SUV for the monitoring and control of all other spaces where usually give their service, as areas of orchard, field and forest.

The patrol ecological Murcia Local Police was created in October 1995, in order to have a team of agents specializing in surveillance and environmental monitoring in the 881 kilometers of the municipal territory.

It consists of eight agents, along the rest of the squad of local police, ensure compliance of the Municipal Environment and of environmental legislation.

Among its activities include:

- Control of noise emissions and vibrations.

- Control of smoke emissions from vehicles.

- Control of wastewater discharges and waste of various kinds.

- Protection of natural areas, flora and fauna.

- Surveillance and control of adjoining development works with Regional Parks and Nature Reserves.

- Monitoring general building.

- Surveillance and control of public waterways, with a focus on urban invasion of wadi channels.

- Surveillance and control of gardens and cycle paths.

- Prevention of forest fires, extending surveillance to the following areas:-Carrascoy Regional Park El Valle, Estates adjoining this park, and protected areas of Coto Tables, Sierra de Altahona and Columbares.

During the summer they participate in the Plan INFOMUR

- Monitoring and protection of the Archaeological, Historical and Cultural.

- Surveillance and control of earthworks, reclamation, abancalamientos, cuts and withdrawals subject to prior administrative approval.

- Inspections of industrial, agricultural and livestock.

- Preparation of reports and, where appropriate, making allegations arising from the surveillance and control interventions made.

During the past year, the relevant actions of this patrol were:

Control of noise and vibration:

- 130 controls of vehicle noise emissions, with 1,089 vehicles checked.

- Drafting of 10 reports motivated individual complaints.

Control of air emissions:

- 25 vehicles checked, with 280 vehicles checked.

- 8 interventions odor complaints.

Control of discharges (in collaboration with Aguas de Murcia and Municipal Environment):

- 58 inspections of industries.

- 23 interventions unauthorized deposits of debris.

- 19 interventions by dumping or burning of toxic waste.

- 17 interventions by discharges into public waterways.

- 13 interventions by industrial toxic waste.

Protection of fauna and flora:

- 9 interventions for breach of the rules on pets.

- 34 animals recovered and transferred to the Recovery Center Valley Wildlife.

- Two actions concerning wildlife poisoning.

- 2 interventions for violating the rules of hunting.

- 7 interventions in protection of flora.

- 7 fire interventions.

Prevention and control of forest fires:

- In-Carrascoy Regional Park El Valle, farms adjoining this park, and protected areas of Coto Tables, Sierra de Altahona and Columbares.

Surveillance bike lanes and Gardens

- Circular 38 complaints by unauthorized vehicles.

- 12 complaints for wearing loose dog.

Other relevant interventions:

- Detection of 4 deficiencies in infrastructure.

- 15 interventions solar shabby.

- 10 interventions by unauthorized earthworks.

- Statements by irrigation with wastewater, obstruction of cattle trails and other environmental law violations.

The data were collected in the Bicycle Office from September 2010 to date demonstrate the suitability of this initiative as an increasing number of Murcia who use bicycles as a regular means of transport and therefore infrastructure and created for it.

The most important data of the Office of the bicycle are:

- Number of users registered IN RENTAL SYSTEM = 787 users since its commissioning in September 2010.

- NO BIKE = 50 units MUNICIPAL EMPLOYEES

- No. BICYCLES AVAILABLE TO HOTELS = 18 units.

- No. HOTELS ATTACHED TO COOPERATION AGREEMENT WITH CITY = 9 hotels.

- CLOSED Cycle No. 9 units.

(180 parking spaces)

- Cycle No. 1368 IN U = fork (2,736 parking spaces) in 285 locations

- Cycle No. PLAN REFERRED TO IN (PDBM) = 3575 forks (7150 parking spaces) in 615 locations.

- Cycle No. CLOSED SYSTEM USERS = 173 users since its commissioning in December 2010.

- NO WAY TOTAL MILES BUILT cyclable = 160 kms (113 kms segregated bike lanes, 31 kms of roads shared friendly, 12 kms of sidewalks, bike, 4 kms from ciclocalles shared)

- No. MILES TOTAL LISTED IN PDBM = 545 kms (258 kms new building, existing 89 kms before PDBM, 198 kms PDBM planned before).

Of the 258 new build kms (42 kms in Murcia center, 186 kms in Coastal districts of North and South, 30 kms in the Field of Murcia).

In turn, 216 kms are ciclocalles, sidewalks, bike 19 kilometers and 23 kilometers of segregated bicycle lane).

- EXPERIENCE LOCAL TRADE DEVELOPMENT THROUGH SPECIALIZED BICYCLE PUBLIC RENTAL SYSTEM = Very satisfactory.

The increased number of workshops.

Workshops get more customers.

Many system users end up buying a bike rental itself after the positive experience.

Statistics show that for every public bicycle on the street, encouraging the use of private bicycles 1-3 ratio.

The workshops involved in the activities of the Office of the bicycle (eg repair free workshops during EMW 2012 bike last Tuesday).
