Statement of the Faculty of the University of Murcia on the reforms and adjustment measures on Universities (16/05/2012)

The Faculty of the University of Murcia, meeting in extraordinary session on May 15, 2012, to discuss reforms and adjustment measures on universities, has agreed to act as follows:

1.

Reject the shape of The Royal Decree-Law 14/2012, without having had the universities, key players in higher education, research and innovation in Spain or with the university community, and its contents, for damages of unfair and contrary to the focus on the economic and social development, the current model of our public university.

2.

Assume without reservation the need to continue doing whatever efforts are necessary to increase the effectiveness and efficiency of the system, but that these improvements rejecting frontally insult go through a good public service, such as our universities, or their employees or to their students.

3.

More specifically, the Senate is opposed:

a.

A rate rises, in times of hardship for millions of families, may introduce discrimination in access to university education for economic reasons and it is without an adequate supply of scholarships.

b.

A only takes into account certain merits researchers (not all possible or even required) and others who are also obviate social function of the University to assess the dedication of the teaching staff and in no case may obviate the negotiations with employee representation.

c.

At that undermine university autonomy claiming exceptional circumstances to adopt structural measures.

4.

For all the above requests the repeal of Decree-Law 14/2012, urging that promote appropriate action from the various institutions and the Conference of Rectors of Spanish Universities (CRUE), in defense of the constitutional principle of university autonomy , seriously committed to the promulgation of this decree.

5.

In connection with the planned cuts to public universities in the Region of Murcia, the Senate expresses its opposition to be put into effect, these institutions have already made cuts in recent years that have led to a large resizing their budgets and resources , support quality service to society to be maintained primarily for the advancement of the Region and to exit the crisis.

For the same reasons it is crucial that the regional government also takes a commitment to pay the outstanding debt to the University.

The Senate gives its full support to the team rector for all steps deemed necessary for achieving those ends.

6.

Regarding student fees, regional government demand to arbitrate the necessary mechanisms for these will not increase and, if that happens, take compensatory mechanisms necessary for this is not in the pockets of families.

7.

As for the university community in particular and society in general, appeals to the defense of the university system as a public service that guarantees progress and social cohesion.
