The Urban Plan stands out for its spirit of participation and consensus
The local residents of the Holy Spirit have a Plan Espinardo to promote citizen participation, as approved this week the Board of Governors and to continue and strengthen the participatory process of the Urban Plan.
Thus, this plan will provide strategic planning of actions and measures to develop throughout the life of the project.
This Development Plan Citizen Participation includes different courses of action can be summarized in three blocks:
- Service Support to partnerships and participation, a coordinator and a team of specialist advisors in legal, educational, administrative, social and communication skills.
- Development between associations and group activities that promote positive interaction among all the neighbors, such as meetings, seminars, retreats, ...
- A process of analyzing the social, educational and participatory, which together with the data provided by individual public consultation is currently conducting the neighbors to allow the development of a Strategic Plan for participation.

Parallel to the development of this Plan, should begin a process of steady work to support the activities of existing associations and groups, as well as the possible creation of new groups linked around the themes of the project, such as culture and energy efficiency.
These actions, and the presentation of the team throughout the neighborhood, will be explained and discussed with the neighbors at the next meeting of the Assembly of Forum of the Holy Ghost, which will take place next December, before Christmas, in the Cultural and Social Center Espinardo.
Urban Neighborhood Project of the Holy Spirit is contemplating participation as one of the major axes of action, in a double sense, as a line of specific actions designed to encourage resident participation and strengthening of partnerships and voluntary and secondly, as a methodological line crosscutting and comprehensive to support and serve as a boost to all the other action lines.
Thus, from its inception, has initiated a participatory process in the neighborhood, with the launch of a forum for citizen participation has already made several meetings, conducting meetings of Citizen Participation, and the start of activities the first working groups open to participation by all residents.
