A doctoral thesis says that a majority favors the indebtedness of municipalities (29/09/2011)

Municipal governments in the minority are those with a lower level of debt, as has been noted the doctoral thesis at the University of Murcia Guillamón López María Dolores, who has analyzed the financial management and transparency of local public sector.

The author has studied the political and socioeconomic factors on the level of debt of municipalities and found no evidence that the ideology has influenced municipal debt, but says the argument, "is the concentration of power (absolute majority) which leads rulers to implement their own policies and increasing indebtedness. "

On the contrary, "the inability to form municipal governments with sufficient majority makes forward of budgets and can not resorted to borrowing to fund investments", to which we must add that "the lack of agreement between the parties of the coalition can lead to paralysis of the spending projects. "

As for socioeconomic factors that influence the debt, research shows that the larger the population, a higher percentage of immigrants, more affluent and higher transfers and taxes collected, the greater the debt of a municipality.

Political ideology, unlike what happened with the debt, it does have an impact on municipal transparency, because according to this research, the Left parties offer greater transparency than the Conservatives.

The dissertation shows that the Spanish municipalities do not hide their levels of tax and transfers received and to provide financial information additional to that provided by legal requirements.

Thus, "the greater the amount of taxes collected and received transfers, the greater the information published and, therefore, the level of municipal transparency," says the study.

Transparency is also affected positively by the population, in the sense that larger municipalities manage a greater amount of resources, which leads them to experience greater pressures for accountability.

In addition, they have more human and material resources to enforce this exercise in transparency.

The dissertation, which received excellent cum laude, has been conducted by Professor Francisco Bastida and Bernardino Benito.
