CCOO requires the negotiation of the supplementary agreement on standard teaching positions

The year 2010-2011 has been extremely difficult for the University of Murcia.

The most serious breaches of obligations of the regional government budget to the university at the time it develops the new offering degrees and masters and tries to redirect the future of our public universities into a new stage of higher quality or excellence (Campus Mare Nostrum ) have prompted management to take place in a context of extreme insecurity and the future direction of public universities in the region is very uncertain.

In coming days we will review some problems in the most recent period, we will discuss the interpretation of them makes CCOO and present some immediate measures to be taken we think about them.

We begin with the problems arising because of the non-renewal of contracts associated personnel to be held in the coming months.

I.

The part-time teachers: the insecurity of teachers and non-renewal of teaching assistants.

Given the situation created at the University of Murcia on the occasion of the adoption by the Governing Council of the "Standard places supplemental agreement on teachers", which in late September, many contracts will terminate associated personnel (part time) The Federation of Teaching CCOO de Murcia complaint, beyond other circumstances that are presented below and which have obvious responsibilities of governing bodies of the UMU, has this situation come about due to cuts and lack of compliance with its financial obligations by the government of the Autonomous Region of Murcia.

Its economic and social policies lead to a deterioration of regional public sector and also public universities in the Region of Murcia.

This process of non-renewal of lecturers is traumatic and very bad for both those affected and for the institution.

CCOO has historically defended the job security of associate professors, assessing their dedication, skill, professionalism and contribution to the University in various areas.

We have to denounce the paper, and therefore the whole process has been carried out without proper bargaining unit and, therefore, the unions have not been able to provide solutions.

We have also advocated a "rationalization" of the role of this group, understood as the need to have as many associate professors as they really are necessary, so that complement the work of full-time faculty (and have always pointed out the inappropriateness of situations in departments where the number of part-time teachers exceeds that of full-time faculty).

CCOO has complained that the hiring of such teachers has been used numerous times as hiring 'poor teaching' and that therefore the widespread use of this type of procurement should be avoided, giving priority to full-time employment.

However, this time in the UMU is taking a somewhat paradoxical situation because on the one hand, is mainly hiring lecturers to teach in the implementation of new degrees, and the other, will occur in the coming months a dismissal of teachers in this category in those areas where there is an alleged "excess" of it after the examination of teaching loads.

CCOO can not oppose the current circumstances in a process of adaptation of the teaching staff to the educational needs of the institution, but only if done with due guarantees and least harmful way possible for the legitimate rights of the teachers, are protected and female workers in a precarious situation, and above all, do not take the opportunity to consummate performances teacher malicious removal uncomfortable or related to the addresses of the departments.

At the same time, this adaptation should be undertaken to ensure the quality of teaching, maintaining the objectives of further research and taking into account the new obligations mean for teachers and masters degrees that are being implemented.

In this sense, it is absolutely unbearable and the computation of only one third of the subject taught by the IDPs really official master.

It is possible that the economic strangulation of the CARM submitted to the University of Murcia ultimately lead to the recruitment of lecturers for the delivery of new grades of the European Higher Education Area.

It would not be appropriate to cover all the needs of teachers with this type of contractual arrangements, and if so, these teachers may not decrease in number, but it could increase its turnover and instability, which would increase the feeling of being personal "use and throw "having this group.

CCOO has repeatedly denounced this situation in which it seems that we go and denounce once more.

Therefore we demand:

· We negotiate with the union representing the application of the "Standard places supplemental agreement on teachers' and meanwhile halt its implementation.

· We keep a strict control of requests for proposals by the departments casualties from the organs of union representation.

· We compute the actual teaching commitment official master's degrees at the time of establishing the needs of a knowledge area.

And we propose that:

· It prioritizes the reduction of teaching commitment to the termination / nonrenewal of contracts, in line with the recommendations of Vice President for Faculty.

· We use the suspension of contracts in cases where recovery may be expected of the teaching load of the area in the short term (eg in an academic year).

· We avoid contract termination of a person whose only job now is teaching contract teacher / partnered / a.

· The teachers assess the merits of the decision of the places whose contract is not renewed.

· We promote changes in area of ​​lecturers within one branch of knowledge, before the dismissal of this proceeding.

· We consolidate and expand (more seats) conversion processes associated faculty full-time lecturers in the various contractual arrangements, including that of associate professor, as no doubt we are in an exceptional situation.

The consolidation of this pathway may be considered as a landmark achievement of the CCOO.

· We design a new framework for relations between the UMU and the government to avoid further CARM consistently subordinating the decisions of our university to recurrent failures and irresponsible regional government budget.

In addition, CCOO called the mobilization of lecturers to sensitize the university community and society in general, the importance of their work to university teaching and going to propose to the representative bodies (Committee on Business and Personnel Board ) its delivery and support for these demonstrations.
