Modify two ordinances to improve the environmental quality of town (24/02/2011)

All new construction developments will be required to install LED lighting technology abroad

The Department of Environment and Urban Quality has amended two ordinances to improve the environmental quality of the municipality.

In particular it is the Exterior Lighting Ordinance and the solar gain.

The first of which extends to establish the criteria of quality and energy efficiency should be the new lighting systems using LED technology.

With the rapid development of this technology the City of Murcia has set minimum standards of quality and character of energy efficiency will have the LED lighting technology to be installed in the municipality of Murcia.

In order to incorporate these criteria, it became necessary to amend the ordinance on energy efficiency and prevention of light pollution from outdoor lighting, so it was decided to extend Article 7.

The introduction of LED lighting will bring in terms of energy consumption and maintenance costs, so we have considered the desirability of mandatory installation of lighting using LED technology, or other more effective and efficient public lighting of new urban developments.

Thus, in development projects for new urban development will be mandatory with LED technology or any technology that is available in the market for higher luminous efficiency and greater energy efficiency.

Also, in these areas will be used wherever possible, facilities supported in part by renewable energy, should incorporate the development standards of planning these conditions and standards which are required in Construction Projects.

In all new development projects, adaptation or modification of plans or road projects require prior to approval of a report by the competent Municipal Services Environment.

On the other hand, the Solar Collection Ordinance amending Article 11 applies only in regulating the monitoring to be performed by the City of Murcia, existing solar thermal systems.

The new text provides in Article 11 that the maintenance companies that have contracts to maintain solar thermal installations in the municipality of Murcia, shall deliver to the City of Murcia, an annual report for each facility, which will reflect the revisions and proceedings made at each facility during that period.

The purpose of these annual reports is twofold.

First is that the city of Murcia can act as guarantor to the citizens, the quality and performance of thermal plants.

By tracking and verification that the facilities comply with regulations providing solar thermal solar energy that set the standards and contributing to environmental and economic savings.

The second objective is to monitor the field of solar thermal energy, so that statistical data are available to be incorporated in the monitoring of the Energy Plan Murcia.

So as to allow the City implement policies to encourage this type of energy.

On the other hand, the new text provides in its article 11 the obligation to holders of solar thermal systems, to communicate to the City of Murcia, contracts for maintenance of its facilities.

Both amendments were made after a consensus process and which have previously been communicated to the bodies concerned.

Thus, the enlargement of the Exterior Lighting Ordinance has been agreed with the College of Architects of the Region of Murcia, the College of Industrial Engineers Surveyors in the Region of Murcia, the Association of Surveyors, Architects and Engineers Technical Building of Murcia and the College of Industrial Engineering at the Region of Murcia.

The proposal to amend the text of the ordinance was communicated Solar Collection, prior to its passage, the Official College of Industrial Engineers, Industrial Engineers, Architects and Technical Architects of the Region of Murcia.
