Cespa manage the street cleaning and waste the next 20 years in Murcia (26/01/2011)

The Governing Board ultimately awarded the management of the public for street cleaning and waste collection and treatment to the company Cespa SA for the next 20 years.

The company strictly complies with all requirements of the specification, thus picking up on his offer the most important aspects of this:

- Ecosustainability: Using ecocombustibles (gas, biodiesel, electric) equipment that will produce less noise pollution, in addition to the minimum water consumption and reuse it

- Strengthening of the collection

- Continuing to be the national reference in waste treatment and presentation

- Promotion of citizen participation through public awareness campaigns.

- Expand the service of waste collection and street cleaning to the areas and consolidated and expanded areas of Murcia and districts, improving services in parishes and offering special treatment in the historical district of the city.

Cespa has proven expertise in serving the town since the offer presented is thorough and detailed with precision in certain areas of the municipality, thus adapting the service to the characteristics of Murcia.

Remember that the financial offer amounts to 50,073,608 per year for twenty years, which is a low 3.72% compared to the provisions of the statement.

As the fee for the use of facilities, has offered Cespa 57,546,486 euros.

One of the main issues including the supply of grass is the renewal of all equipment and building new facilities with a slight increase over the current fee (which is 48,128,867 euros).

Waste Collection

In the new contract specifies that 90% of the waste collection in the municipality will be lateral load, that is, more secure, accurate and better location of containers.

Thus, the lateral load will reach all areas except the municipality, as the rails of the garden, where it is impossible to install.

Moreover, the underground collection points will be expanded in a first phase, 500 more.

For the installation of these in the historical center of Murcia, will include a detailed archaeological study that will identify the correct site for placement.

You can install 7,200 new containers which 60% will be used to renew existing while the remaining 40% will be to create new collection points.

Waste collection will take place at night in both the urban and in the adjacent districts and those with the highest population density in order to reduce conflict with traffic.

Also will install a control system that will anticipate the overflow of containers.

For this we have made a detailed study on establishing the waste generation capacity of each of the town streets.

You can remove the igloo type container replacing others in order to standardize the design of all existing containers.

Other new proposals is the creation of a special system of collection and cleaning in the old town.

In order to eliminate the visual impact of the containers and give more space for pedestrians, this new system is the distribution of containers in certain points to 20.30, once deposited waste will be removed overnight.

Road Cleaning

Another proposal included in the offer is to update and modernize street cleaning service.

Thus, it is largely replaced manual sweeping becoming sweep / wash-down mixed-mechanical and manual operators to work with water pressure accessories (always optimizing this resource) that a significant impact on increasing performance and service quality .

It also seeks to equate the treatment and services from different districts to the one made in the neighborhoods.

This will decentralize the Logistics Park of San Ginés creating new parks and Cuartelillos side for operators and machinery which will provide faster service and accurate, reducing downtime and travel

This will create new side parks (over 2,000 square meters each) in the areas of Beniaján, Zarandona, Carretera de Alicante, Golf Murcia, El Palmar, Espinardo and another in the industrial area of San Ginés.

Also includes installation of 40 additional auxiliary Cuartelillos.

Waste Treatment

The draft submitted by the company Cespa incorporates up to 24 possible treatment and reuse of waste.

Some of them are mechanical treatment of bulky items or recovery of electrical and electronic equipment.

The overall aim is the maximum recovery of all waste and reducing disposal to landfill.

Another measure included is the creation of a photovoltaic blanket on landfill and taking advantage of the wide area occupied.

On the other hand, will create a solar drying plant sludge by increasing the capacity of the plant and also a plant to produce methane that harnesses the methane generated by waste to produce energy.

This will perform a significant increase in the center energy balance by enhancing the production of electricity with photovoltaic and wind and significantly improving the CO2 footprint of the municipality

All facilities will be expanded to have more capacity and in some cases create new, like plant selection and packaging.

The project includes an increase from 90 to 140 acres available for possible extensions to provide a horizon capable of covering the next 50 years.

Another proposed the creation of a 'cluster' environment based on the creation of new business opportunities arising from the use of waste, by-products and synergies appear to concentrate this type of activity.

Awareness and participation

2% of the total budget will be spent on awareness campaigns.

In addition, establish a computerized control of both the service quality to meet your demands promptly citizen.

Another innovation is the creation of an environmental path for schoolchildren and visitors from the treatment plant can meet its performance

All the proposed new street cleaning and waste collection and treatment will be presented at a public day will be held next January in the City Hall Annex building.

Also will visit all neighborhoods and districts to explain and outline the service in each
