Murcia City Council will present its Solar Ordinance in Brussels technicians Environmental Services presented the Municipal Solar Uptake in a conference to be held next Friday (26/10/2010)

Technicians Murcia City Council presented the Municipal Solar Uptake entered into force in October 2008 in a conference on municipal solar thermal energy to be held in Brussels on Friday, October 29.

The City was the first partner to adopt the ordinance in late 2008, so that Murcia is one of the more advanced partners in the project and provides, therefore, experience and advice to others.

This conference, organized by the Federation of European Solar Thermal Industry (Estif), will be held at the headquarters of the Committee of the Regions of Europe.

Murcia addition, municipalities will participate in various countries of the European Union.

Municipal Ordinance Solar Uptake of Murcia has developed in the European project PROSTO in which the City of Murcia has participated since January 2008.

This project is financed 50% by the European Union and is part of the European Programme "Intelligent Energy for Europe" of the European Commission.

In PROSTO project, developed in the 2008-2010 period, also participate in Murcia, cities of Giurgiu, Lisbon, Stuttgart and Lazio region in Italy as well as various technical partners bring to the project coordination work and technical support to the institutional partners.

The total project budget of 1,155,959 euros, 50% financed by the European Union.

The City of Murcia has fifteen solar thermal systems in buildings and municipal facilities.

These systems are intended to produce hot water especially in sports stadia, where heating needs are high and solar power is very appropriate.

The aim is that in the coming years, giving these systems go to all the sports facilities, saving fuel and avoiding the emission of large quantities of C02 into the atmosphere.

Also, there are over 200 solar thermal installations in the municipality, which were privately sponsored and encouraged by the type of subsidy that keeps the City Council.

The City of Murcia, in line with its Climate Change Strategy for 2008-2012 and its commitment to energy efficiency and renewable energy has created a record of solar thermal implementation of both new and existing buildings and facilities private or public to track the Municipal Solar Uptake.

For this purpose, has prepared a model in which the promoters of buildings to include in their buildings solar thermal systems for hot water production, will have to provide data on the solar system and in particular the energy saved for obtaining of the certificate of occupancy.

The record of solar is incorporated in pursuance of Article 11 of the Municipal Solar Uptake Murcia City Council was posted on September 29, 2008.

This article states that the City of Murcia will create a register of installations covered by the ordinance, noting the environmental benefits achieved, for the purpose of statistical tracking the effects of implementing it.

PROSTO project purpose is the preparation and adoption of solar thermal municipal ordinances in cities and regions involved in the project.

The early work include study of the situation at the technical, legal and economic environments in different countries they belong to the project partners.

Once the previous studies, the texts of the ordinances were developed with input from various social, professional associations, NGOs and governments, while actions are being implemented to support and dissemination of the Ordinance.

In this way, said as much as possible the successful implementation of the same and raising public awareness of the importance of combating climate change through actions like this.

Actions in support of the ordinance was organized in 2009 a training course for local technicians to optimize the design of such facilities in municipal buildings.

Another action being prepared by the City of Murcia is reviewing the performance of existing solar installations.

This series of actions falls within the Local Strategy against Climate Change and the intention to integrate activities related to renewable energy with energy efficiency and energy planning.
