The Socialist Party claims that the new 'draft decree regulating the composition and functioning of the bodies of Citizenship Public Health System in the Region of Murcia' and therefore in the municipality of Murcia is in the process of counseling Health in summer clearly hinders the participation of associations and the trade, and consequently of citizens who are the real patients and users of health services, clinics, hospitals and primary care.
The health official of the Municipal Executive, Soledad Palacios, explains that this new regulatory framework left to policy makers activation Area Health Boards, the national equivalent of the school board of a school for a health center where neighborhood representatives and physicians can discuss the conditions of the population center attached to that hospital (waiting lists, vaccination campaigns ...).
Palacios recalls that Area Health Boards were approved in 1992 by the hand of director Lorenzo Guirao Socialist People's Party but has not developed in its eagerness to end citizen participation.
In addition, Palacios criticizes the new decree replaces the Coordinator of Primary Care Team as president of the Area Health Boards and instead puts the Area Manager, Health and demands the presence in this organ of all political groups Municipal Corporation, not only two representatives of the City.
Finally, the health official calls for independence and autonomy of this body for its own functioning and that the regulation makes its activation to a decision by the Area Health Boards.

In this sense, the Socialist councilor for Health, Sebastian Peñaranda, said that "without the participation and transparency there is no quality, and if there is no waste of resources is guaranteed, as is unfortunately in today."
In addition, the councilman of Health says that this decree is particularly damaging to the municipality of Murcia because of its health management in three health areas unlike other smaller municipalities where the area agrees with the municipality and regrets that the City is an accomplice of the Ministry of Health consenting to actions that harm the neighbors.
In this situation, Peña announced that the Municipal Socialist Group will raise a plea in Parliament demanding that the municipal government and especially the councilman of Health, Fulgencio Cervantes, to react and demand to amend the decree as to ensure the participation of users associations and public health professionals by enabling the 23 area health boards under the municipality of Murcia, one for each health center.
Socialist Party also promoted through the motions in Municipal Councils initiatives to implement these boards.
