Murcia adheres to the Decalogue 'By bike, for health and against climate change' (26/04/2018)

The municipal Plenary has approved in its session today unanimously of all the political groups that Murcia adheres to the manifesto and decalogue 'By bike, for health and against climate change' and that the City Council carries out the corresponding initiatives for its application in the municipality.

According to the joint motion "the bicycle, one of the most efficient means of transport in short-medium distance, must be one of the actors of this transformation of the city of Murcia."

The approved decalogue includes the following actions:

1. Creation of a real network of bicycle lanes in the urban area of ​​Murcia, interconnected with the districts in a way:

to.

Coherent: that offers good coverage of the territory, prioritizing the main axes of displacement.

b.

Direct: in terms of distance and time, because the bicycle is a vehicle of human traction.

c.

Safe: cyclist traffic must be segregated from motorized and pedestrians, and must give confidence to users from 8 to 80 years.

d.

Comfortable: with an easy to follow design and adequate signage.

and.

Accessible and continuous: with easy access from other routes and uninterrupted;

that differentiates the lanes dedicated to leisure and recreation from those destined to the use of the bike as a means of transport.

2. Definitive implementation of the projects announced repeatedly by the City Council since 2010, adding the axis of San Juan de la Cruz in the district of Infante.

Only the one that was not a priority has been executed and the city is circumnavigated by the outskirts (Avenida de Los Dolores and Miguel Induráin).

3. Cycle routes connect downtown, neighborhoods, training centers (colleges, institutes and university campuses), employment hubs (industrial estates near the town) and centers of attraction for visitors - tourists.

That these routes cross the Historic Center and that a pedestrianization plan, with adequate signage, allows the coexistence of bicycles, pedestrians and motorized traffic in the heart of the city of Murcia.

4. That educational centers of all levels have priority for inclusion in the new axes, highlighting the connection of the Circular Plaza with the Espinardo Campus through a real access cycle, segregated and safe, that eliminates the danger of entry principal

5. That the bicycle lanes sacrifice the space of the cars before the pedestrian.

Cyclists do not want to cancel space for pedestrians, and we demand that the road be safe for cycling.

Therefore, we demand with firmness (because life goes on in it) a special treatment in roundabouts or dangerous crossings.

6. That the maintenance of the existing cyclist road is adequate (cleaning, drainage, vertical and horizontal signaling, recesses of curbs, tunnels, pruning of hedges and adjacent trees, etc.).

7. That measures to reduce motor vehicles be adopted, a fundamental objective of the Bicycle Master Plan (2010), limiting speed throughout the city to 30km / h (Plan 30).

8. Gradual implementation of safe school roads, promoting the participation of local businesses, local neighborhood police, parents' associations, schools and institutes.

9. Offer a real intermodality, which allows the combination of short stretches of bicycle and long stretches by tram, bus or commuter trains.

Currently, there is only one bus line with a supplement for bicycles, but as it is a short route it is of doubtful use.

10. That the user of the bicycle is not criminalized.

Cyclists have to respect the regulations and vandalism and infractions must be sanctioned, but never in the context of a directed and generalized campaign.

The absence of cycling infrastructures is a risk factor for the cyclist, who needs protection.

We ask for a specific municipal ordinance on bicycle and pedestrian traffic.
