Environment proposes a battery of measures to reduce the noise that citizens endure in the streets with the highest concentration of entertainment venues (13/04/2018)

The creation of special acoustic protection zones in Murcia center aims to increase the quality of life of Murcia through the reduction of sound level.

Navarro: "We bet because noise is not a problem that prevents Murcia enjoy their city."

Gaining quality of life through the reduction of noise that support Murcia is the goal pursued by the City with the creation of special acoustic protection areas in the neighborhoods of the city center.

In this case, it is about reducing the noise produced by leisure activities, especially the terraces of streets and squares, so it is necessary to establish corrective measures (zonal plans) that allow the presence of bars and cafeterias to be compatible with the right of the residents of the areas where they are concentrated.

'We want to build a friendly city in which we have guaranteed the right to local rest in the face of noise, combining leisure and catering with the well-being of citizens', explained Antonio Navarro, councilor for Urbanism, Environment, Water and Huerta, who stressed the importance of "betting because noise is not a problem that prevents Murcia from enjoying their city."

The objective is to achieve a progressive reduction of sound levels in the three Special Acoustic Protection Zones (ZPAE): Universidad-Alfonso X;

San Lorenzo, Santa Eulalia and San Juan;

and San Pedro, Santa Catalina and Plaza de las Flores.

The creation of the ZPAE supposes the fulfillment of the state and European environmental regulations and aims to make leisure compatible with the quality of life of the residents of the areas where the establishments are concentrated.

To this end, a series of corrective measures is proposed that are "balanced and proportional to the objective of ensuring the rest of the neighbors, fundamentally during night hours, and for the legitimate right of the business owners of the leisure facilities," Navarro said. who underlines that 'in no case is it intended to do away with any type of activity, but to curb noise pollution, in accordance with environmental regulations, and to ensure the right of citizens'.

In this sense, the councilor recalled that are continuous complaints from neighbors by the noise that are received at the City Hall claiming solutions, along with those that appear in the media.

Two phases have been established to implement the corrective measures.

One of them, of application when the ZPAE come into force, with actions of awareness and increased control of Local Police, together with the reduction in the most conflictive areas of 25% of the chairs and tables mainly at night and night time of the terraces, at the same time that it is prohibited to increase the number of licenses in the same area.

They are measures comparable to those established in other cities, such as Valencia, Malaga or Madrid.

There will be a second phase, after one year, when it is checked whether the noise levels have been reduced.

Sectorial Council of Noise

Friday ends the deadline for the presentation of allegations, which will be studied and answered and the final proposal will be presented in the Sectorial Council of Noise, where all the municipal groups, the No Noid Murcia associations, Ecologists in Action, the Federation of Neighborhood Associations of the Municipality, Hostemur, Croem and six professional associations.

The process will conclude with the approval of the Governing Board.

A company with international recognition

The leisure noise map of the city was made by Sincosur Ingeniería Sostenible SL, a company with extensive technical and professional solvency, whose work methodology has received the recognition of the American Acoustic Society.

The company has more than 10 years of experience in the performance of works related to acoustic environmental engineering, both in the preparation of noise maps and action plans.

In addition to Murcia, Sincosur has also made leisure noise maps of Logroño and Malaga and strategic noise maps of agglomerations of Cordoba, Las Palmas de Gran Canaria, Logroño, Algeciras, Alcalá de Henares and San Cristóbal de La Laguna.

All this, together with strategic noise maps and action plans against road noise, port infrastructures and railways.

Likewise, the company and the technicians that compose it have participated in 14 national and international congresses and forums and have been authors of R + D + I projects in the field of acoustic engineering.
