An expert report describes as incorrect the measurements of the City Council for noise regulation in the center of Murcia (13/04/2018)

Hostemur has found other irregularities and requests the annulment of this regulation known as "El Persianazo"

The acoustic measurements provided by the City of Murcia in the new regulation on noise for the urban center of the city are not correct.

This categorical statement comes from an expert report carried out by the company specializing in sound and acoustic engineering "BlueNoise".

"The conclusions of the 'Elaboration of the leisure noise map of the city of Murcia' commissioned by the City of Murcia are not true," explains the president of Hostemur Jesus Jimenez, who has presented the results of this report today Friday April 13 in an act held at the CROEM and where he has been accompanied by a large representation of the hotel industry Murcia, with about 100 representatives of the sector.

An act to which Juan Francisco Carmona, president of the Association of Cafés, Bars, Cafeterias and Allied of the region of Murcia, Juan Carlos Navarro, treasurer of the Association of Restaurants of the region of Murcia and the general secretary of Hostemur have also participated Laura Mateo

"It is such an important issue for the sector that we have counted for the first time with the joint support of the general secretaries of Hospitality of UGT, Manuel Paredes, and of CCOO, Roberto Sánchez", explains Jiménez, who also wanted to thank the presence of popular representatives of Murcian gastronomy, such as -for example- cooks Pablo González Conejero, Sergio Martínez and Miguel López.

A report without base

Jimenez stressed that this statement is based on eight arguments that deny that the acoustic quality objectives are violated in the evening and night periods in the city center.

For this reason, the "BlueNoise" report confirms that the proposal for the delimitation of Special Acoustic Protection Zones (ZPAE) proposed by the Murcia Consistory - the one called by the sector as "El Persianazo" and where 207 establishments have activity - lacks a basis .

The report highlights that "a 'Leisure Noise Map' has been developed, based on a methodology of its own and particular work, which takes as reference appropriate norms for this purpose, but incorporates simplifications and errors important enough to prevent reach reliable results. "

But this study goes beyond the theoretical part of the work presented by the City Council and certifies that "the essential empirical data to obtain results and conclusions lack representativeness and reliability".

A lot of damage

"This regulation, this 'Blindness' that from the beginning we said that it did not have a reliable base, is going to suppose a serious prejudice both for the citizens and for the sector, which is a great generator of employment", explains the president of Hostemur , Jesús Jiménez, who points out that "those responsible have not stopped to think about how it can affect tourism and citizenship itself, which is significantly cut the hospitality offer."

Among other measures this new regulation will mean the reduction of the hours of installation of terraces, reaching to reduce in some areas up to 75% the number of tables.

"In summary, the activity of the premises will plummet and many of them will have to close, while they will not be able to open new ones because they want to eliminate the granting of new licenses," Jiménez said.

Request for cancellation

Finally, from Hostemur have found other irregularities in the process.

"The conditions of the contract specifications were not met because the company did not certify that they had the right tools at the time of starting the work," says Jimenez, who is surprised that "the last measurements were made on July 14, 2017, but the report was definitively signed by the municipal technicians a few months before, in March. "

In addition, in the Noise Sectoral Council created for that purpose - and which from Hostemur point out as a guest of stone that did not serve anything other than to provide a false cover to the new regulations - it was assured that the measurements would not take into account the extremes, both by excess (parties and similar) and by default (periods of less activity, such as summer).

"However in the report have 'cast' data on such important dates in the city as Christmas, Easter or spring festivals, but there is no sign of the summer period," complains the president of Murcia hostelry.

Therefore, faced with so many failures in the elaboration of this regulation from Hostemur -entity with almost 4,000 associates that integrates all the associations and professional groups of the hotel and tourism sector of the Region of Murcia- there have been more than 30 allegations to the proposed regulation and the City of Murcia is requested to cancel its final approval.

"The hotel owners also want a plan to reduce noise in the city, but this is not the right tool," says Jimenez, who complains that before such a strict measure should be implemented others.

"We believe that we should start working with proposals such as awareness campaigns, mediating leisure police or acoustic efficiency aids, which at the same time is energy efficiency, but have ignored our proposals", criticize from Hostemur.
