Change Murcia asks for an audit to analyze the maintenance of the Cespa cleaning vehicles (30/01/2018)

Cambiemos Murcia has urged the Department of Finance and Hiring to carry out an audit on compliance with the specifications of the Cespa contract to detect that irregularities could have been committed in relation to the state and maintenance of collection vehicles trash.

Councilman of the municipal training Sergio Ramos has explained that the problems in that service began when the company, which is the concessionaire that receives more money from the City, around 50 million euros a year, decided to outsource the maintenance of the vehicles.

Ramos explained that, as Cambiemos Murcia has known, the time of repairs is "much longer" than before, which causes that in some cases the service does not have the number of vehicles stipulated in the contract, thus damaging the quality of the benefit offered to citizens.

"The disbursement of the City Council does not mean that the municipality is clean" has also supported the mayor, after remembering that one of the most repeated complaints is precisely the state of dirt in which are the districts and neighborhoods of the furthest municipality of the center, where the government team "focuses all its efforts". Murcia change has indicated that this problem in the service could be behind the accident that took place last week in Corvera, when a Cespa truck overturned without causing, fortunately, personal damages.

The "moto pockets", in a warehouse

In addition, Cambiemos Murcia has initiated the supervision of the tender to detect breaches by the winning company.

In particular, it will ask for explanations on the reasons why the vehicles in charge of the cleaning of dog droppings, known as "moto cacas", have been in a warehouse for months, without providing service.

An audit that is analyzed in the Surveillance Commission

Faced with this situation, the training considers necessary to launch an internal audit to analyze Cespa's compliance with the terms of the contract specifications and the improvements it presented at the time of contracting, and whose results are discussed in the Commission of Surveillance of the Contracting of the City council.

The function of this municipal body, which is paralyzed by the PP, as explained by the councilman of Cambiemos Murcia, is to control compliance with the large outsourced service contracts by the City Council.

So far, thanks to the work of the Commission have been detected breaches by Home Help and Tribugest.

"Every time that the fulfillment of the large contracts awarded by this City Council is investigated, we conclude that there are deficiencies in terms of the control of its execution", concluded Ramos.
