The Special Committee on Strategies for Social Recovery, Integration and Citizen Participation unanimously supports the reform of the regulations governing municipal boards (20/12/2017)

The Special Committee on Strategies for Social Recovery, Integration and Citizen Participation has unanimously supported the reform of the Participation Regulation, which governs the functioning of municipal boards, through a participatory process of all political groups, experts, associations, collectives and the municipal boards themselves.

In this way, we continue with the work initiated by the Commission on transparency and citizen participation that, after more than two years of intense work in which more than 30 meetings of all the political groups have been held, has already approved a new regulation of use of public spaces for the City of Murcia and the new transparency ordinance of the City Council.

Thus, after being unanimously agreed, now the last of the three objectives is moved to this commission: the reform of the Citizen Participation Regulation that governs the operation of the 65 neighborhood councils of the municipality of Murcia.

This responds to the permanent urge to boost and improve the processes of transparency and neighborhood participation in decision making in the municipality of Murcia.

The purpose of the commission is to finalize the drafting of the regulation urgently because, as explained by Guillen, which is in force has proven its usefulness for many years and must serve as a basis to improve on what has already been achieved.

Guillen explained that "Murcia has a characteristic in its unique territorial distribution in the Spanish territory that has allowed the development of our districts and the maintenance of our traditions.This bet has to be maintained and for this reason the capacity budget of the districts, its management capacity has been improved since more than half of the residents of Murcia reside in districts "

The regulation and other participation tools have allowed more than 3,000 motions and petitions from the Municipal Boards, in addition to the neighborhood associations have participation in the plenums of the boards and regulated the participation of residents in these bodies of Government.

"The intentions of reform can not pass by creating bodies parallel to the plenums of the boards, or weaken their identity, on the contrary should serve to make them more participatory and protagonists of the action of groups and associations," said the council.

It must be remembered that in recent years the office of Districts and districts has been created, the complaints and suggestions office, subsidies, investments and current expenditure have increased, a greater media structure has been decentralized, boosted the 010 and the TuMurcia application, being the collective the protagonists of the participation.
