Change Murcia considers a reform of the regulation that governs the municipal councils a priority (20/12/2017)

Murcia change has demanded today in the special committee of social recovery strategies, integration and citizen participation that prioritizes the reform of the Participation Regulation, which governs the functioning of municipal boards, while has raised the implementation of a true participatory process. The councilman of the training Sergio Ramos, who has participated in the meeting with the mayor Margarita Guerrero, criticized that the Commission met today for the first time after the approval of the motion to reform the Regulation in the First plenary session of the legislature, in June 2015.

This delay, in the words of Ramos, is due to the "systematic blockade" of the Head of Modernization of the Administration, José Guillén, for more than a year, to everything that has to do with the impulse of a real process to modify the functioning and powers of municipal boards, and the participation of citizens in public life.

The councilman of Cambiemos Murcia has raised the need to promote this process, not from a formal point of view, but through instruments that really help to encourage the participation of neighbors.

The proposal of the formation includes the constitution of assemblies in all the neighborhoods and districts to give voice to both the members who represent the political formations and to the neighbors themselves.

"It is a process that can not be within the walls of the City Council."

It also proposes to separate work on the creation of two ordinances, one on the instruments of participation and the other on the structure of the municipal boards of neighborhoods and districts as decentralizing bodies, because in the current Regulation these matters appear mixed.

In parallel to this, he has stated that civil society, and in particular neighborhood associations that have been working in this area for years, can participate directly in this Commission.

The objective of Cambiemos Murcia is that the new regulations are approved before the end of 2018, but also that it is a process of real reform that allows radically modifying the instruments of citizen participation and the composition, legal form, competencies and budget of the boards municipales.Ramos has explained that his training will take historical proposals of the struggle for decentralization, as the third urn to elect the members of the boards, facilitate the participation of the neighbors in the plenums of the boards and that these have more powers in all the policies that affect them in a unique and direct way.
