The PSOE regrets that the "lack of coordination of the municipal and regional PP leaves us an ordinance and a law on contradictory animals" Councilor Maite Espinosa affirms that the Community regulations take away the sanctioning capacity o (12/12/2017)

Criticizes that the regional administration "takes out of the sleeve a law that provides to achieve zero sacrifice in a year, when the City established a term of four"

The Socialist Municipal Group has criticized today that the lack of coordination between the PP that governs in the Glorieta and the one presiding over the Autonomous Community provokes contradictions such as those existing between the new Regional Law for the protection and defense of companion animals and the recently approved ordinance on animal ownership.

In this sense, the socialist councilor Maite Espinosa regrets that the PP in the Autonomous Community "took out of his sleeve a Law of defense of animals, which provides to achieve zero sacrifice in a year, when the ordinance established a term of four, since we do not have facilities or resources to achieve that goal in such a short time ".

Therefore, he adds, "the provisions of the City Council is more realistic, in addition to the ordinance is very well worked and agreed."

One of the aspects in which both rules contradict is precisely in the two most common infractions, the lack of identification and vaccination of the animal, where the City loses sanctioning capacity in favor of the Community, which will be competent to process the sanction .

Also, the amounts of sanctions are much higher, even double, than those established by the City Council, in fact a very serious infraction, according to the regional law can receive a penalty of up to 30,000 euros, while the ordinance reaches 15,000 euros

For all this, the councilor ensures that the regional law will result in a greater abandonment, which was what precisely wanted to be reduced by the municipal ordinance, because "when the owner of a pet is faced with a penalty as high will choose to divest of your animal. "

Thus, Espinosa states that "we do not understand how you can get to enact laws without hearing what they have to say the municipalities that are those who have to collaborate to develop them" and remember that the ordinance had incorporated contributions from the College of Veterinarians, the protectors , of the political groups and even of the Autonomous Community.

Finally, it considers that, since the Regional Law prevails over the municipal ordinance, it "will remain on wet paper before its entry into force, so all these months of work have been a waste of time".
