Change Murcia will ask for the inspection of the school cleaning contract after successive defaults (28/11/2017)

The councilman of Cambiemos Murcia Sergio Ramos has raised today the need to create an urgent commission to stop the "successive breaches" of Ferrovial in the contract for the cleaning of public schools in the municipality, which the City Council awarded in July 2016 for a period of three years and a total amount that exceeds 10 million euros.

At a press conference held after meeting with contract workers, Ramos explained that the problems with Ferrovial began shortly after the company took over the management of the service for 43 schools, when it did not perform one of the two annual extraordinary cleanings, in the summer of last year, which led to complaints from the management teams of the centers and a penalty of 1,000 euros by the Consistory.

This situation has not fared any better as they continue without performing the cleanings in depth of summer and Christmas and without having the necessary machinery, to which are added other problems that have reduced the quality of the service and have caused a worsening of working conditions, such as "forcing" workers to clean around 1,500 meters in 39 hours of work per week, when the contract stipulates that they must be 1,200.

Therefore, these "serious deficiencies" continue to occur and the government team, the mayor has argued, "just look the other way" while the 86 contract workers "bear the pressure and even threats of dismissal" if they do not comply his work although this supposes dedicating for it more time than the one that is collected in the specifications.

It is a "double pressure", both the company and the Consistory, which "only moves to the addresses of schools that do not worry about the number of people who clean the schools, but because it is clean," which "puts the burden of non-compliance on the workers".

The underlying problem

For Ramos, the "underlying problem" is the City Council's contracting system.

"The government team is only concerned about the price even if it is a service as sensitive as cleaning schools," said the council after ensuring that the only way that the PP acted to ensure compliance with contracts is "through public denunciation of the opposition."

In the case of the contest to clean up the schools, of the six lots, half were awarded to Ferrovial Servicios, a multinational company "that has many contracts with this municipality and with sufficient economic solvency to comply with the stipulations."

Murcia Change will take a motion on Thursday to request the urgent constitution of a table to check compliance of the specifications by the companies, in which the directors of the centers are represented and, as First task, listen to the people who work for the contract.
