The Second Plan for Equality of Opportunities between women and men of the municipality completes its steps to enter into force in 2018 (07/11/2017)

The Equality Council chaired by the Councilor for Social Rights, Conchita Ruiz, has given the green light to this plan that seeks to build equality through the incorporation and development of the gender perspective in municipal programs and actions

Conchita Ruiz, Councilor for Social Rights of the City of Murcia, chaired this morning the meeting of the Equality Council in which a balance of the I Plan for Equal Opportunities has been carried out in the municipality between 2010 and 2012.

The Plan was conceived as a flexible work tool that allowed its adaptation to the new social realities that could occur, to the functioning of the Equality Council and to the very effects of its implementation.

Until now, the councilor explained, "the Council has focused its meetings on disseminating the information collected to those responsible for the different areas that comprise it, assessing the level of implementation of the measures, proposals for improvement of the coordination and continuity of the representatives of the different departments in the Council for its consolidation and in the study of new formulas and work tools that improve their effectiveness, by means of a definition of more precise objectives ".

However, the evaluation of the first Equality Plan and the successive Annual Programs, as well as the evident increase in the sensitivity and interest of the municipal staff to comply with the institutional mandate of "guarantee and promote equality of rights and opportunities between women and men" in the municipal action, modifying those practices and / or actions that could produce discrimination based on gender ", have made it necessary to advance in the procedure of execution of the equality policy of the City of Murcia.

That is why the Equality Council has given the green light to the II Equality of Opportunities Plan between Women and Men, reformulating the strategic areas of intervention.

The promotion and coordination of work for the development of this II Plan of Equality has been made from the Department of Social Rights, which has had the participation of organizations present in the Municipal Council of Equality, created within the framework of the first plan of equality as an organ of participation of women and their associations, the associations that have among their aims the equality of opportunities between genders, the Political Groups present in the Municipal Plenary and the unions.

Six are the strategic areas that have been established for the implementation of the Plan between 2019 and 2019:

1. Transversality of gender in municipal policies

Incorporating the gender perspective in the planning of municipal action is putting people at the center of it: women and men in all its variety of situations and conditions and guarantee equity in the allocation of resources.

The incorporation of gender mainstreaming in municipal policies involves all municipal areas and services.

2. Training and Employment

Access to economic resources has been unequal, throughout history, for men and women, due to the position of inequality in access and labor market conditions for both, so with this II Plan seeks to improve the opportunities for women in the municipality in access to employment, which will allow and facilitate greater levels of autonomy and achieve a more egalitarian and just society.

3. Conciliation and Stewardship

The unequal participation of women and men in the tasks of caring for people favors the discrimination of women in access to the labor market and in working conditions which results in higher levels of poverty among women, both nowadays as at the moment of accessing pensions, which perpetuates the maintenance of an unequal and discriminatory society based on gender.

"Hence the need to intervene and invest in society to promote greater participation of men in activities in the private sphere of life, generating a culture of co-responsibility and more balanced participation of women and men in domestic life" , explained Conchita Ruiz.

4. Gender violence

This point is undoubtedly one of the great advances that includes the updating of the municipal plan.

The high numbers of complaints of gender violence in all age groups, street harassment and murders of women by their partners or ex-partners make it necessary to continue investing efforts and resources in the prevention and attention to this situation that reflects the greater degree of inequality between women and men and that is an attack on the human rights of women.

According to the councilor detailed, "it is still necessary a comprehensive and continuous intervention for women in situations of gender violence to improve their opportunities for recovery and personal empowerment, economic autonomy and care and protection for their children."

5. Education for Equality

Advancing towards the effective equality of women and men is a task of the whole society that must be initiated and maintained throughout the life of the people, as a strategy to neutralize a model of patriarchal and macho society.

Hence the need to support the education system in the incorporation of values ​​of equality between genders and for the prevention of unequal relationships due to gender and incorporate these same values ​​into the non-formal education programs that are carried out from the different municipal services. , as a strategy to raise awareness among all citizens, continuously.

6. Social Participation

And finally, evaluate the role that men and women play in social representation.

The balanced presence of women and men in all areas of public life: social and political, is a guarantee of greater levels of equality between genders, since it guarantees that the needs and demands of women, in all their variety and heterogeneity, are taken into account. account in the same way as the needs of men.

"40 years of democracy have been achieved in our country and even so the presence of women in public decision-making spaces is very scarce, hence the need to continue supporting the women's movement in the demand for equality of women." opportunities for participation in all areas of citizen representation ", concluded Conchita Ruiz.
