The Social Fund of Aguas de Murcia allowed the past 2016 to 3,218 families of the municipality of Murcia to receive, with the favorable report of the Social Services of the City of Murcia, the flat rate for the payment of water bills.
This fund, created on the initiative of the City of Murcia and managed and financed by the Aguas de Murcia Company with the collaboration of the Council of Social Rights of the City Council, was created in 2012 and is the pioneer in this type of aid to individuals and families they lack the means to face the payment of the water supply receipts throughout the State.
That is why its model has been incorporated by multiple municipalities, as was evident in the "Conference on the Social Rate of Water", held on October 31 in Murcia and which was present the Department that directs Conchita Ruiz.
The study presented the research carried out by the CEPAIM Foundation on the social rate of water, which analyzes the different existing models in the State for the management of social rates and in which it is concluded that the promoted model by the City of Murcia and the Municipal Company Aguas de Murcia is the one that receives a better assessment in the different items analyzed, for its accessibility and effects.
And is that, as explained by the councilor, "unlike other models does not pay the debts incurred, but allows to ensure the continuity of supply with a small economic contribution of families, according to the report of municipal social services, thus avoiding supply cuts due to non-payment when the inability of the family to assume them is proven. "
"The model, has also incorporated, since 2016, the exemption of the payment of the rate of garbage and sewage, which were invoiced on the same receipt, simultaneously with the recognition of the right to the flat rate, improvement that also makes the City of Murcia in pioneer both in the exemption of these fees and in the procedure of its management ", stressed Conchita Ruiz.
The research work, in addition to proposing various improvements that are going to be studied immediately by both the municipal water company and the social services technicians of the City Council, proposes as a more appropriate management model the constitution of a coordination table municipal, integrated by entities of the third sector, the supplying and coordinated company by the Municipal Social Services, putting as model the Network for Social Inclusion of the City of Murcia.
In the coming weeks, a specific working group will be created to analyze the proposals for improvement and coordinated by the Department of Social Rights, which will include, in addition to the Social Services technicians, the entities of the Third Sector, Consumer Associations and the Municipal company Aguas de Murcia.
