Now Murcia demands the approval of the proposal of law of climatic change (23/10/2017)

- The bill has been drafted by New Culture for Climate (NCC) and the Center for Studies in Bio-Ethics and Health (CEBES) of the University of Murcia

NOW MURCIA will demand in the next plenary session the approval of the proposal of Climate Change Law drafted by New Culture for the Climate (NCC) and by the Center for Studies in Bioderecho, Ethics and Health (CEBES) of the University of Murcia.

The text of Now Murcia asks the City Council to urge the Regional Assembly to admit, discuss and, when the time comes, to approve this proposal of Law and also contemplates that the Consistory transfer its motion to all municipalities of the Region, so that from their respective plenaries transfer this claim to the Regional Assembly.

"It is unavoidable," says Alicia Morales, "that, in the development of basic state legislation and in the exercise of autonomous powers for the establishment of additional protection standards, and in accordance with Article 11 of the Statute of Autonomy of Region of Murcia, develop a legal and organizational framework for the integration of the fight against climate change in the design, planning and implementation of public policies in our Autonomous Community.

The spokeswoman for Now Murcia recalls that "despite being a global problem, autonomous communities and local entities play a key role in the fight against climate change, insofar as, in the exercise of their powers can contribute to the mitigation of the total emissions to facilitate and allow the fulfillment of the commitments that Spain has assumed at the international level.The autonomous communities can also and should contribute to the development of policies that temper the irremediable effects of climate change on the activities that are developed in its territory ".

The Councilor emphasizes that "the Region of Murcia, because of its geographical position and socio-economic structure, is highly vulnerable to climate change. Its aridity and structural water deficit expose it to extreme climatic events, to the point that it could be defined as a 'zero zone 'climate change'.

For this reason, the Region must play a dual role in the fight against climate change: "On the one hand, it must lead the transition to the decarbonization of the economy and society, and on the other hand, it should focus on adaptation to the impacts of climate change. "

Morales explains that in the elaboration of this proposal of Law drafted by NCC and CEBES have participated professionals, researchers and technicians of different areas: "The proposal of Law incorporates to this fight against the climatic change to all the regional policies territorial sectoral of the territory and of the coast, urbanism, housing, agriculture, water, natural spaces, tourism, energy, mines, transport, waste, forestry and health, among others. Murcia, which requires the adaptation of the rest of plans and that must be complemented with the municipal plans of climate change ".
