Green light to the technical diagnosis of 1,500 dwellings of La Paz, within the integral project of recovery of the neighborhood (11/08/2017)

Multidisciplinary teams integrated by architects, surveyors and building engineers will begin to evaluate, building by building, the structural security, habitability and the accessibility conditions of the polygon properties.

A Technical Management and Supervisory Team will prepare a comprehensive report on the state of the building, together with the necessary conclusions and action steps.

The Mayor of Murcia, José Ballesta, today signed the agreements that will allow to offer a technical diagnosis of the residential buildings that make up the Polígono de la Paz, with the president of the Official Association of Architects of Murcia (COAMU), Rafael Pardo Prefasi , And the president of the Colegio de Aparejadores, Arquitectos Técnicos y Ingenieros de Edificación (COAATIEMU), Antonio Luis Mármol.

The agreements signed will allow multidisciplinary teams integrated by architects, technical architects and building engineers, together with specialized municipal technicians, to start the diagnosis and detection of pathologies in the buildings of this neighborhood, reaching a total of 1,502 homes.

"The rehabilitation of this environment is a priority for the City Council, as witness the search for European funding achieved through the Strategy of the City of Murcia, which contemplates a series of measures for the physical, economic and social regeneration of La Paz" , Said the Mayor, who stressed that "its recovery requires the involvement of public institutions and is a collective project in which each of the steps we are taking are guided by agreement and technical excellence."

In this regard, Ballesta recalled that these agreements are the result of the work developed from the Working Table for the rehabilitation of the Polygon of La Paz.

The signing of two agreements took place this morning, and was attended by the president of the East Municipal Board, and representatives of the associations 1,502 houses of Peace, 50th Anniversary Polygon of Peace and Association of owners Nuevo Barrio , In addition to councilors of the municipal groups popular and socialist.

Half a century of history

"La Paz is a neighborhood with more than 50 years of history in which most of the houses were built in the sixties.

The average age of the dwellings is 47 years, when the average in the whole of Murcia is 27 years, reason why many present a deficit state of conservation, "said Jose Ballesta.

The work will be carried out over the next 8 months and will result in a Technical Diagnosis Report of the Building which will consist of two parts: the evaluation of the building's state of conservation (structural safety, habitability and fire safety) and accessibility assessment .

Valuation of each building

In this way, the evaluation of the state of conservation of the building will be carried out to check compliance with the basic conditions in terms of structural safety, habitability and fire safety.

They will record the location and description of detected deficiencies and make a final assessment of the state of conservation of the building, qualifying it as favorable or unfavorable.

All this will be done through the web application developed for this purpose.

On the other hand, the basic conditions of accessibility will be analyzed in order to verify whether or not the building satisfies these conditions in its current state and, in turn, whether the building can be subject to reasonable adjustments.

The information that the study will offer will be, in a first section, data of a general nature, as much of urban nature (adequacy to the planning, ordinance, some protection, etc.) as of property, general of the building (surface of the plot, built, Height, plants, total housing and premises, etc.) and typology (exempt, dwellings by plants, medians, etc.).

Conclusions and measures

Regarding the state of conservation, the foundation of the buildings, structure, facades and medianeras, roofs and roofs, facilities, common areas and ornament will be analyzed, concluding with a final valuation.

As regards the accessibility conditions, the study will be carried out from the outside, between plants (accessible lift) and evacuation path, among other elements.

After the preparation of the works, the Technical Team of Management and Supervision will elaborate a global report of the state of conservation of the buildings, as well as the conclusions and action measures necessary for the improvement of the neighborhood.

Social map

Within the overall process of recovery of the La Paz neighborhood, the City Council has drawn up a map of social reality as a preliminary step for the implementation of a social intervention project from four domains: families, children and adolescents, women and View of community relations.

The study, which was announced at the last meeting of the Working Table, indicates that at present there are 4,641 people in the polygon, of which 38% do not have basic studies, 18% have primary studies and 29% have completed secondary studies.

Unemployment, which reaches 22% of the population, mainly affects men aged between 25 and 44 years.

The technicians of the Department of Social Rights have detected a significant presence of marginal economy in the neighborhood, with a feeling of high insecurity, lack of resources and social facilities of the city, or neighborhood reference entities.

This is compounded by the constant loss of population normalized, increases in rates of absenteeism and school drop-out, overcrowding and deterioration of housing or community and urban spaces or lack of coexistence among different resident groups.

All this translates into a lack of commercial appeal and service for the rest of the population.

On the contrary, the recognition by the population of municipal social services, the implementation of networking with social organizations, as well as a continued presence of social projects aimed at young people and minors, stand out.

Precisely the work with the young population and the impulse of the City council to improve the conditions of the neighborhood, constitute a motor group for the reactivation of the Polygon of Peace.
