All City Council contracts must be compatible with the smart city platform (28/07/2017)

The Board of Governors approves instructions for the implementation of information technologies in accordance with the Strategic Plan Murcia Smart City.

The objective is to avoid overlap, technological dispersion, redundancy or inefficiency, so that the citizen does not conceive a network of independent and independent services, but an open, interconnected, close and agile City Council, oriented to their daily needs .

Any call for public procurement made by the City Council, as well as any contract for services, works or supplies that is formalized and that has some IT component (be it computer application, provision of information technology services, data exchange, etc. .), Should always contemplate that the solution offered supports the interconnection, communication and information exchange with the platform of intelligent city deployed.

The ultimate aim is to have an integrative solution to the services that make up the Murcia Smart City project, for which the process of deploying an intelligent city platform that serves as a backbone of municipal services is proposed and, at the same time, allows the generation of new services To the citizen.

In order to guarantee this compatibility, the specifications of technical requirements or particular administrative clauses of the service, works or supply contracts, which have some IT component will incorporate certain technological requirements.

Among them, the solution they offer should have the ability to communicate with the smart city platform of the City of Murcia and should be independent of the access technology, in addition to ensuring that data exchanges with the City Council are carried out through the platform .

In order to ensure compliance with these premises, all contracts that incorporate IT will have to be approved by the IT Governance Strategy Committee, chaired by José Guillén, in charge of coordinating and supervising the projects and services of new technologies.

The City of Murcia has its Strategic Plan Murcia Smart City (Smart Murcia) for the implementation of an integrative management model that optimizes the different services and municipal resources, where the key lies in guiding each and every one of these areas towards the model 'Smart', so that the citizen does not conceive a network of watertight and independent services, but an open, interconnected, close and agile City Hall, oriented to their daily needs.

In addition, the Murcia 2020 Strategy foresees the need to move towards an intelligent city based on the integral management of public services, the modernization of local government technology, reinforcement and the creation of new services and services. Administrative simplification, the creation of platforms for citizen participation, municipal transparency and Open Data, all of which have as their fundamental objective an improvement in the quality of life of citizens.
